A resolution authorizing approval of an annual renewal of the agreement with Verizon for cell phone and cellular data services for the City of Aurora, Illinois. Annual cost to the City not to exceed $250,000
PURPOSE:
Our existing contract with Verizon began in January 2013 and was structured as a two-year agreement with an optional third year. We exercised the option to continue our agreement for the third year in January 2015. The last three years with Verizon has been highly successful. Verizon has not increased our original pricing during this three-year period. There are many other items that highlight why we have been successful:
• Verizon has a very robust network with 100% of the network being 4G LTE
• No activation fees
• No early termination fees of lines
• Local Project Manager, available days, nights and weekends (24/7/365)
• Billing system is easy to navigate and cost efficient
• Verizon would maintain, or when possible improve, the current pricing
• Service has been exemplary - Crisis response team available 24/7/365
• Verizon participates in the State of Illinois contract through joint purchasing
• Verizon will upgrade and, as has been past practice, yearly refresh of all equipment on site.
BACKGROUND:
Several of our surrounding communities also have active agreements with Verizon:
• Village of North Aurora
• Village of Montgomery
• Village of Sugar Grove
• Village of Oswego
• City of Naperville
• City of Elgin
• City of Saint Charles
• Kane and DuPage County governments
• DuComm Public Safety
DISCUSSION:
Funding for this program is contained within the based budget. Funding for this program is divided up by division based on usage.
Verizon Wireless does not have outstanding debt with the City.

IMPACT STATEMENT:
Cellular devices and services are used by most of the divisions within the City. These devices allow for an effective flow of communication between our staff members. The usage of this system to support mobile applications will also continue to increase.
RECOMMENDATIONS:
I ask that the members of City Council authorize renewing the annual agreement with Verizon Wireless for cell phone and cellular data services.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora, IL has utilized services and equipment provided by Verizon Wireless for the last three years; and
WHEREAS, The rates for these services have not increased during this three year term of their contract; and
WHEREAS, The performance by Verizon wireless has been outstanding; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and that failure to act promptly hereunder may likely result in a substantial increase in cost thereof to be borne by the city.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the members of City Council authorize renewing the annual agreement with Verizon Wireless for cell phone and cellular data services. Annual cost to the City not to exceed $250,000.
