Resolution Authorizing the Purchase of a used John Deere Model 9330 Agricultural Tractor for snow removal at the Aurora Municipal Airport from Wright Implement, 2981 Industrial Blvd., Crawfordsville, IN 47933 in the amount of $195,450.00
PURPOSE:
This tractor will be used to plow snow on ramp and apron areas at the airport.
BACKGROUND:
This is a request to replace a 1991 Case Model 9250 tractor that is one of two existing tractors used to plow snow on the airfield. This tractor was forecast to be replaced in a few years. However, the transmission on this unit failed this past winter and will cost in excess of $32,000 to repair.
DISCUSSION:
A request for bids were sent out by the Purchasing Director in early July with a bid date of July 16, 2014. No bidders responded. Consequently, the airport staff initiated a search for this equipment and found a tractor meeting the airport specifications for a $195,450.00 (estimated cost was $250,000) which includes all new tires and approximately 1-1/2 years remaining on the factory powertrain warranty. This price also includes delivery to the airport.
Funding for the purchase of this tractor has been provided in the 2014 budget under Budget Amendment Number 1, approved by the Aurora City Council on April 8th of this year. This purchase will be charged to Account 504-1810-433.75-10 .
IMPACT STATEMENT:
The purchase of this tractor will replace a broken unit and will allow the maintenance staff to provide efficient and dependable snow removal.
RECOMMENDATIONS:
We respectfully request that you forward this purchase request to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora provides 24 hour snow removal operations; and
WHEREAS, the City of Aurora has the need to replace an agricultural tractor used for snow plow operations; and
WHEREAS, the City advertised for bids for an agricultural tractor; and
WHEREAS, the City received no bids on the bid opening date of July 16, 2014; and
WHEREAS, the City staff located a John Deere, Model 9330 tractor from Wright Implement, 2981 Industrial Blvd., Crawfordsville, IN 47933 at a delivered cost of $195,450.00; and
WHEREAS, the 2014 City of Aurora Budget, as amended, provides funding for this purchase in account 504-1810-433.75-10; and
WHEREAS, Aurora Municipal Code Section 2-341(8) authorizes this purchase on the open market.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of a John Deere Model 9330 agricultural tractor pursuant to quote # 11859269 from Wright Implement, 2981 Industrial Blvd., Crawfordsville, IN 47933 in the amount of $195,450.00.
