SUBJECT:

A Resolution Authorizing Execution of a Motor Fuel Tax  Resolution Appropriating $1,210,480.00 of Motor Fuel Tax Funds for snow removal operations during the 2015-2016 winter seasons. MFT Section 16-00000-00-GM 

 

PURPOSE:

To appropriate Motor Fuel Tax Funds for the purchase of Sodium Chloride (Salt) and Liquid Calcium Chloride for snow removal operations for the 2015-2016 winter seasons.

 

BACKGROUND:

The City of Aurora has utilized Motor Fuel Tax Funds for the material costs for Sodium Chloride (Rock Salt) and Liquid Calcium Chloride, a pre-wetting agent, associated with snow removal for over 30 years.  The Sodium Chloride and Liquid Calcium Chloride are typically purchased through a State of Illinois contract.

 

DISCUSSION:

To utilize Motor Fuel Tax Funds for the purchase of Sodium Chloride and Liquid Calcium Chloride it is necessary to appropriate sufficient funds by resolution and have this resolution approved by the Illinois Department of Transportation.

 

The estimated cost for the Sodium Chloride through the State of Illinois Joint Purchases Program is $70.45 per ton and the cost of the Liquid Calcium Chloride is estimated to be $0.65 per gallon.

 

The actual amount of Motor Fuel Tax Funds utilized will be dependent upon the severity of the weather.  Any funds appropriated but not expended are returned to the city's unobligated balance.

 

IMPACT STATEMENT:

Approval of this resolution will provide the city with the necessary materials to perform proper snow and ice control on city streets during the 2015-2016 winter seasons.

 

RECOMMENDATIONS:

Please forward this resolution to the Finance Committee for their review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, in accordance with the Illinois Department of Transportation, Bureau of Local Roads and Streets Policy and Procedures: and

 

WHEREAS, said Policy and Procedures require that the Local Agency adopt a resolution appropriating Motor Fuel Tax Funds for general maintenance projects; and

 

WHEREAS, the City of Aurora has estimated material costs for snow removal and de-icing operations for the 2015-2016 winter seasons to be $1,210,480.00; and

 

WHEREAS, the City of Aurora desires to appropriate Motor Fuel Tax funds for MFT Section 16-00-00000-00-GM.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City of Aurora does hereby approve the execution of the Motor Fuel Tax resolution, shown in Exhibit 1, appropriating $1,210,480.00 of MFT funds for Section 16-00-00000-00-GM.
