Resolution authorizing the renewal of a three year Websense web filtering software subscription from RKON Technologies in the amount of $26,742.00.
PURPOSE:
Renewal of a three year Websense web filtering and monitoring software subscription from RKON Technologies in the amount of $26,742.00. This subscription was last renewed November 16, 2012.
BACKGROUND:
MIS has used Websense software web filtering and monitoring for the past fifteen years. The subscription is renewable every three years. Websense does not want its channel partners competing against each other and has named RKON Technologies as the City of Aurora's preferred vendor. This designation allows RKON to offer the city discounts not available from other vendors.
DISCUSSION:
The Websense software allows MIS to monitor Internet usage by staff, and secure network users from visiting non-desirable websites. These websites are secured by category (i.e. gambling, shopping, etc.). It also allows MIS to grant role-based access to websites, based on job position and duties.
Purchasing a three year subscription offers a 30% discount over annual renewals.
This is a budgeted purchase and there are funds available in MIS account 101-1232-419.45-02.
The Finance Department has been contacted to ensure that RKON does not have outstanding debt with the City.
IMPACT STATEMENT:
There is no impact on the public, or other departments/divisions.
RECOMMENDATIONS:
I request approval to make the aforementioned purchase.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City utilizes the Websense web filtering system to track Internet use, and filter website access; and
WHEREAS, the current Websense subscription expires on November 16, 2015; and
WHEREAS, Websense, Inc. has named RKON Technologies, Chicago, Illinois as the City of Aurora's preferred vendor; and
WHEREAS, RKON Technologies has provided a quote for a three year subscription in the amount of $26,742.00; and
WHEREAS, there are available funds in MIS account number 101-1232-419.45-02.
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of a three year Websense subscription from RKON Technologies of Chicago, Illinois in the amount of $26,742.00, and does hereby further authorize its Purchasing Division to issue necessary orders to implement purchase of same.
