SUBJECT:

A Resolution Authorizing a contract per F.H. Paschen's proposal dated September 26, 2016 to replace all Platform/Station Buildings and Tunnel Ramp/Stair Enclosures roofs at the RT 59 Transit Center in an amount not to exceed $220,000.00.

 

PURPOSE:

This project will replace all of the RT 59 Transit Center Platform Buildings Roofs.  The roof specification, project bidding, and oversight will be completed through the Naperville Cooperative Job Order Contract Program.

 

BACKGROUND:

The six building roofs at the RT 59 Transit Center are deteriorating due to age as well as high winds that have blown off shingles.  $25,000 was carried over from 2015 for the repair of roof sections. After further inspection it has been determined that all roofs should be replaced.

 

DISCUSSION:

The roof replacement proposal from F.H. Paschen is $207,900.  The buildings are less than 25 feet from the BNSF railroad tracks resulting in additional requirements which increase the overall cost of this project. The contractor is limited to work between the hours of 8 AM to 3 PM. An additional $13,000 contingency is included to address unforeseen conditions that may arise.

 

This full cost of this project was not budgeted in 2016 however Metra has agreed to contribute $90,000 in an Intergovernmental Funding Agreement as long as the project is completed in 2016.  In addition, the City of Naperville has agreed to contribute up to $65,000 for the roof replacement.  The City's share of this project should not exceed $65,000. 

 

Aurora will be the lead agency for this project since we are the lease holder for these facilities. A budget amendment will be necessary for account 530-4434-437-38-05 to cover the project costs..

 

IMPACT STATEMENT:

There will not be an impact to others. 

 

RECOMMENDATIONS:

Requesting approval for the Director of Purchasing to enter into a contract per F.H. Paschen's proposal dated September 26, 2016 to replace all of the Platform/Station Buildings and Tunnel Ramp/Stair Enclosures roofs at the RT 59 Transit Center in an amount not to exceed $220,000.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The six building roofs at the RT 59 Transit Center are deteriorating due to age as well as high winds that have blown off shingles from the Depot Building; and

 

WHEREAS, pursuant to the City of Naperville Job Order Contract Program, F.H. Paschen, S.N. Nielsen & Associates, LLC provides the most economical price for the completion of this roofing project, and 30 ILCS 525 provides authority for the City of Aurora to participate in such a cooperative contract program; and

 

WHEREAS, Metra has agreed to contribute $90,000.00 pursuant to an Intergovernmental Funding Agreement as long as the project is completed in 2016.  In addition the City of Naperville has agreed to contribute 50% of the balance of the project costs.  We estimate the cost per City will be approximately $65,000.

 

WHEREAS: a budget amendment will be requested for account 530-4434-437-38-05 to cover the project costs

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the contract is hereby authorized for the installation of six new roofs at the RT 59 Transit Center at a cost not to exceed $220,000.00 with F.H. Paschen, S.N. Nielsen & Associates, LLC
