A Resolution Approving a Preliminary Plan for Butterfield Phase II, Unit 4B Subdivision Being Vacant Land located south of Ferry Road and Frieder Lane (DuPage Properties Venture - 17-00476 / NA05/4-15.117-Psd/Ppn - JM - Ward 10)
PURPOSE:
Requesting approval of a Preliminary Plan for Butterfield Phase II, Unit 4B Subdivision located south of Ferry Road and Frieder Lane for a Warehouse, Distribution and Storage Services (3300) Use which includes the construction of a 501,696 square foot speculative warehouse building and the future construction of an approximate 22,100 square foot building along with required stormwater detention.
BACKGROUND:
The Subject Property is currently Vacant Land and Open Space with PDD Planned Development District zoning, which is part of the Butterfield Planned Development District. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.
The Petitioner is requesting approval of a Preliminary Plan for Butterfield Phase II, Unit 4B Subdivision for a Warehouse, Distribution and Storage Services (3300) Use. The proposal includes two lots that are planned for development, a lot for a stormwater detention basin, and a lot that will remain open space. The first proposed development is on a 28.991 acre lot and includes the construction of a 501,696 square foot speculative warehouse building with truck docks. The plan includes 125 truck parking spaces and 341 vehicular spaces, 55 of which will be banked for future need. The entrance will be from the extended Frieder Lane with a dedicated fire lane off of Sunrise Road that will run along the eastern and southern portion of the lot. A later future development is for a proposed 22,100 square foot facility on 2.028 acres that will be used for approximately 10% office with the remaining as warehouse.
Concurrently with this proposal, the Petitioner is requesting approval of a Preliminary Plat for Butterfield Phase II, Unit 4B Subdivision. The details of the request include a subdivision of seven lots into four lots. Frieder Lane and a portion of Sunrise Road will be extended and dedicated as right-of-way.
DISCUSSION:
Staff has reviewed the Preliminary Plan petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES / IMPACT STATEMENT:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
11.1 (5) To guide and promote development to areas where public utilities, public
roads and municipal services are either available or planned.
12.0 To plan and provide for the growth of the city through the integration of land use patterns and functions that promotes complementary interactions between different land use components.
40.1 (1) To attract and encourage industrial, office and office-research development to planned sites where requisite public facilities are either present or proposed.
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of A Resolution Approving a Preliminary Plan for Butterfield Phase II, Unit 4B Subdivision Being Vacant Land located south of Ferry Road and Frieder Lane.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated May 18, 2017, DuPage Properties Venture filed with the City of Aurora a petition requesting approval of a Preliminary Plan for Butterfield Phase II, Unit 4B Subdivision located south of Ferry Road and Frieder Lane for a Warehouse, Distribution and Storage Services (3300) Use and related required documents as attached hereto as Exhibit "A"; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on June 21, 2017, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on June 29, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Preliminary Plan and the before mentioned recommendations and recommended APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Preliminary Plan.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Preliminary Plan and related required documents as attached hereto as Exhibit "A" Preliminary Plan.
