SUBJECT:

A resolution to remove and replace the driveway, sidewalk curb and gutter. Driveway joint repairs, pavement replacement, detector loop replacement, flagpole reinstallation, dumpster pad and enclosure, at Aurora Fire Department Station 5 by Abbey Paving & Sealcoating Company, Inc. of Aurora, Illinois in the amount of $143,344.15.

 

PURPOSE:

To replace the concrete driveway, sidewalk curb and gutter. Driveway joint repairs, pavement replacement, detector loop replacement, flagpole reinstallation, dumpster pad and enclosure, at Aurora Fire Department Station 5.

 

BACKGROUND:

Aurora Fire Station 5 opened on February 26th of 1990 and is now 31 years old. The concrete driveway at Aurora Fire Station 5 is original and is in bad shape. The concrete is spalling and cracking almost the entire way up the drive. Although it has been patched over the years, it has come time to replace the aged concrete. The walkway going to the front door is in the same shape as the driveway and needs to be replaced also. The curb or approach from 5th Avenue is a very rough transition and is not good for the suspension of our Fire vehicles, it has contributed to repairs needed in the past.

 

DISCUSSION:

Replacing the concrete at Aurora Fire Station 5 will ensure that a smooth surface for the vehicles to drive on and reduce repairs to vehicles due to rough concrete.

The fire department has $175,000.00 funding available in account 340-3033-422.38-05. The funds were budgeted there from the approved decision package that was carried over from 2020.

 

Aurora Public Works/Engineering created the bid specifications and any addendum regarding this project.  The bid opening occurred on Wednesday February 24, 2021, Abbey Paving and Sealcoating Co. Inc. was the lowest bidder.  Staff reviewed to confirm the requirements of the bid were met and had good references.

 

This project was subject to the local preference ordinance.

 

IMPACT STATEMENT:

While the concrete at Station 5 is being replaced, we will have to relocate fire and ems vehicles, possibly making our response times greater in Station 5's territory.

 

RECOMMENDATIONS:

That the Finance Committee and City Council accept the bid for $143,344.15 from Abbey Paving & Sealcoating Company, Inc. to replace the concrete at Aurora Fire Station 5.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The concrete drive, sidewalk and curb at Aurora Fire Department Station 5 is in bad shape and needs to be replaced; and

 

WHEREAS, four qualifying bids were received, publicly opened, and read aloud on February 24, 2021 with the tabulation of those bids attached hereto and incorporated as Exhibit B; and

 

WHEREAS, Abbey Paving & Sealcoating, Inc., Aurora, IL was the lowest responsible bidder with a bid in the amount of one hundred forty-three thousand three hundred forty-four dollars and fifteen cents ($143,344.15); and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing is hereby authorized to enter into an agreement with Abbey Paving & Sealcoating Company Inc., Aurora, IL in the amount of one hundred forty-three thousand three hundred forty-four dollars and fifteen cents ($143,344.15) for the concrete replacement at Aurora Fire Department Station 5.
