Resolution to accept the low bid from Advantage Chevrolet for the cargo van in the amount of $23,883.51 and the approval to have Mavron reinstall an animal interior in this van for $14,055, as a sole source, for Aurora's Animal Control Division.
PURPOSE:
The Animal Control Division operates 3 cargo vans equipped with Mavron interiors. Unit 17-773 is a 2008 GMC cargo van that meets the replacement criteria for this class of vehicle and it is approved for replacement in 2017.
BACKGROUND:
The City solicited bids from area GMC and Chevrolet dealers. Coffman Truck Sales and Advantage Chevrolet were the two that submitted bids. Advantage, located at 9510 Joliet Road in Hodgkins, Illinois provided the low bid of $23,883.51.
The Mavron interior will be reused from unit 17-773. By reusing this animal control interior the City is saving approximately $3,000. Since Mavron is the manufacturer of the interior they are a sole source for the upfitting of the 2017 Chevrolet 2500 cargo van with a Mavron AVL-5D interior.
DISCUSSION:
The purchase of a new Chevrolet van with a Mavron interior will assure that the Animal Control Division has the equipment to perform their main task of animal restraint.
The total cost for the 2017 Chevrolet 2500 van and reinstallation of the Mavron Interior is $37,938.51. In account 340-1745-440-6620 there is $40,000 budgeted to purchase a new van and an animal control interior.
IMPACT STATEMENT:
There is no impact on other divisions or City services.
RECOMMENDATIONS:
That City Council approves a resolution to accept the low bid from Advantage Chevrolet to purchase a 2017 cargo van for $23,883.51 and approves Mavron as a sole source for the setup of this van for $14,055.00 for Animal Control Division.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Animal Control Division operates 3 cargo vans equipped with Mavron interiors. Unit 17-773 is a 2008 GMC cargo van that meets the replacement criteria for this class of vehicle and it is approved for replacement in 2017, and
WHEREAS, City solicited bids from area GMC and Chevrolet dealers. Advantage Chevrolet provided the low bid, and
WHEREAS, Mavron interior will be reused from unit 17-773. By reusing this interior the City is saving approximately $3,000. Since Mavron is the manufacturer of the interior they are a sole source for the upfitting of the 2017 Chevrolet 2500 cargo van with a Mavron interior. Exception three (3) to the City’s competitive bidding requirement (Aurora Code of Ordinances), Section 2-335 (a) (3) is therefore applicable to this purchase as a sole source; and
WHEREAS, the total cost for the 2017 Chevrolet 2500 van and reinstallation of the Mavron Interior is $37,938.51. In account 340-1745-440-6620 there is $40,000 budgeted to purchase a new van and an animal control interior, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That City Council approves a resolution to accept the bid from Advantage Chevrolet in the amount of $23,883.51 for a 2017 2500 cargo van and the approval to have Mavron reinstall an animal interior in this van for $14,055, as a sole source, for Aurora's Animal Control Division.
