Resolution awarding the bid to Service Sanitation, Inc. for one year of rental and service of portable toilets for the various divisions of the City of Aurora.
PURPOSE:
To obtain City Council approval of the requested resolution.
BACKGROUND:
The portable toilet contract expired at the end of February 2025. The Golf and Purchasing Divisions have worked closely with all applicable divisions to make sure that the City's needs are met in the new contract to cover the portable toilets for the city owned golf course, park properties, special events, community services and other locations as needed.
DISCUSSION:
The bid 25-014 was published in the Aurora Beacon News, on DemandStar (a free national site) and the City's website.
Five bidders responded to the invitation to bid. Service Sanitation, Inc. located in Aurora, Illinois, Floods Royal Flush located in North Aurora, Illinois, Louie's Throne located in Lake Barrington, Illinois, LRS Portables located in Rosemont, Illinois, and Mack and Crew Rentals, LLC., located in Sandwich, Illinois. Service Sanitation was the lowest bidder. Service Sanitation, Inc. has had the last several contracts and has fulfilled their obligations meeting expectations. The contract is for one year, with two optional one-year extensions.
Based on various staff anticipations, sufficient funds are provided in the 2025 Budget throughout the respective divisional accounts 550-4442-451.39-30 for Phillips Park Golf Course, accounts 101-4440-451.39-30 and 101-4441-451.39-30 for the various Park locations, account 215-1302-419.50-50 for Community Services, account 215-1360-450.32-20 for Public Art, various individual accounts for Special Events, account 530-4433-437.39-99 for Aurora Transportation Center and account 101-4060-431.39-30 for Street Maintenance.
The bid was subject to the Local Preference Ordinance but did not factor into the decision.
IMPACT STATEMENT:
By not approving this contract the City of Aurora will face an interruption in service.
RECOMMENDATIONS:
That the City Council adopts the resolution accepting the recommended lowest bidder, Service Sanitation, Inc. for one year rental and service of portable toilets.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City's portable toilet contract expired February 2025; and
WHEREAS, the City published a bid to provide Portable Toilet Rental/Service for various Golf Course and Park locations, Community Services/Hesed House, Street Maintenance, and other divisions per the city's purchasing processes; and
WHEREAS, Service Sanitation was the lowest, responsible bidder for the initial one year contract with two optional one year extensions upon mutual agreement; and
WHEREAS, the 2025 Budget provides funding in accounts 550-4442-451.39-30 for Phillips Park Golf Course, accounts 101-4440-451.39-30 and 101-4441-451.39-30 for the various Park locations, account 215-1302-419.50-50 for Community Services, account 215-1360-450.32-20 for Public Art, various individual accounts for Special Events, account 530-4433-437.39-99 for Aurora Transportation Center and account 101-4060-431.39-30 for Street Maintenance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby approve to award the bid to Service Sanitation, Inc. located in Aurora, Illinois for portable toilet rental/service needed for various City Divisions and does hereby further authorize its Purchasing Division to issue the necessary orders to implement.
