SUBJECT:

Requesting ratification of Route 25 Train Station security camera repairs and replacement by Advent Systems, Inc. in an amount not to exceed $29,606.00 for the MVPS Division, and request Advent Systems, Inc., be approved as the MIS Division's preferred security camera vendor.   

 

PURPOSE:

The security camera system at Route 25 Train Station is in need of immediate repair, and several cameras need to be replaced.  In order to standardize City owned security camera systems, the MIS Division is combining this repair project with an upgrade to the Public Works Department's traffic signal camera system.  

 

BACKGROUND:

Historically, security camera systems have been purchased by individual departments and divisions.  This has led to a situation where there are several different camera systems in use, and they posess varying degrees of quality and functionality.  The Route 25 Train Station system is in need of maintenance and repair. 

 

One of the City's two largest camera system roll outs has been the Genetec system used by Public Works Department traffic signals.  The other was implemented by the Water Production Division for the water treatment facility and water tower security.  They are both high quality solutions, and the City will be best served to keep water and tower facilities on their current system.  Standardizing on Genetec for all non-water locations offers several advantages that will be covered under the "Discussion" section of this document.       

 

DISCUSSION:

Through P.O. number 280901 the MIS Division contracted with Advent Systems, Inc. to determine the level of Route 25 camera repairs needed, make those repairs, and evaluate the need for camera replacements.  The first two tasks have been completed.  However, the evaluation did indicate a need to replace eight non-functioning cameras.

 

Additional costs associated with this replacement brought costs up to $27,656.00.  Due to recent activity at the train station, potential risk associated with non-functioning cameras, and the need to provide public safety the MIS and MVPS divisions have moved forward with repairs.  In addition there will be $1,200.00 fee for BNSF liability insurance and a potential $750.00 BNSF permit fee (MIS has requested the permit fee be waived), which brings the total to $29,606.00.

 

Advantages of utilizing the Genetec system city-wide include:

 

1.  Genetec has proven to be a reliable and stable camera system.

2.  The Genetec system is designed to be scalable in centralized, decentralized, and hybrid implementation models.

3.  Geographically speaking, by utilizing city fiber the Genetec is used throughout the city.  This makes expanded use across the network far more doable.

4.  In order to make City of Aurora security camera implementations more efficient, Genetec has named Advent Systems, Inc. as the city's preferred vendor.  This designation allows Advent to offer an additional 10% discount not available through other channels.

 

Joe Hopp has transferred funds into MVPS budget account 530-4433-437.38-01 for this project.

 

Future camera system replacement costs will be charged to budgets of the appropriate department, division, and fund.

 

Attached are original and revised versions of P.O. 280901, and a letter from Genetec defining additional discounts available through Advent Systems.


The Finance Department has been notified to ensure that neither Advent nor Genetec have outstanding debt with the City of Aurora.   

 

IMPACT STATEMENT:

Impact on the public is positive as documentation of inappropriate activity will be documented and enhanced at City sites, and camera systems will be more reliable.  Impact on technology will be positive as there will only be two camera systems to maintain vs. the current 8 plus.  

 

RECOMMENDATIONS:

I request ratification of the aforementioned purchase, and approval of Advent Systems, Inc. as the standard Genetec system implementation and support resource.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Route 25 camera system is in need of emergency repairs and camera replacements, and

 

WHEREAS, the cost of repairs and camera replacements are $27,656.00.

 

WHEREAS, the City of Aurora wishes to standardize on security system platforms, and

 

WHEREAS, the Genetec system has proven to be reliable, stable, and scalable, and

 

WHEREAS, there are funds available in MVPS budget account 530-4433-437.38-01, and future repairs will be budgeted in their appropriate accounts, and

 

WHEREAS, Genetec has named Advent Systems, Inc. as the City of Aurora's preferred vender offering discounts not otherwise available, and

 

WHEREAS, pursuant to Aurora Code Section 2-335(a)(4) the desired work is urgently and imminently necessary, and Aurora Code Section 2-335(a)(3) failure to act promptly hereunder may likely result in a substantial increase in cost thereof to be borne by the city.   

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: ratify Route 25 Train Station security camera repairs in an amount not to exceed $29,606.00, and approving Advent Systems, Inc. as the City of Aurora's preferred Genetec System implementation and support provider.
