Resolution Authorizing the Execution of an Agreement for exterior painting with Amanda Aller Lowe at 146 S. Lincoln Avenue (L14-00979 / AU27/1-14.311-AG/GR - TM - Ward 2)    
 
PURPOSE:
The Petitioner, Amanda Aller Lowe, has applied for the Historic Preservation Grant for the painting of the exterior of the property located at 146 S Lincoln Avenue. The details of the proposal include power washing of the exterior, including hand washing of delicate areas of the property. Sand all surfaces to be painted, prime and then paint. The exterior will receive two coats of paint. The current color scheme will be maintained.
 
BACKGROUND:
The property is within the Near Eastside Historic District and the primary structure is of primary significance to the district. The home was built c. 1890 and is in the Queen Anne Style.  More information on this property is available in the attached Property Research Sheet and Historic Property Survey.
 
DISCUSSION:
Staff has reviewed the Historic Preservation Grant application submitted by the petitioner. The proposed repainting of the property will be a significant expense and will have a highly visible impact in the Near Eastside Historic District. Maintaining the existing appropriate color scheme will provide a good example for other homeowners.
 
The homeowner has received two comprehensive quotes for the proposed project. The quotes have come back at $31,441 from Brian Joseph Painting, and $36,995 from Distinctive Woodworks & Carpentry. The Average of the two quotes is $34,218. The Grant program allows for awards of up to 50% of the project costs. Based on the project costs, a 50% award would be a significant outlay of Preservation Grant funding, $17,109.
 
Discussion at Preservation Commission concerned the potential dollar amount of the grant. Based on the proposed quotes it was determined that a 50% grant would be the most appropriate amount to proceed with for the benefit of the homeowner. Approval will include a 10% contingency that will bring the total grant award to a possible $18,819.90.

RECOMMENDATIONS:
The Historic Preservation Commission recommends APPROVAL of the Resolution Authorizing the Execution of an Agreement for exterior painting with Amanda Aller Lowe at 146 S. Lincoln Avenue.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, on October 8, 2014, Amanda Aller Lowe filed with the City of Aurora a request to enter into a Preservation Grant for certain property within the City of Aurora and the Near Eastside Historic District; and
 
WHEREAS, for reasons set forth in the Preservation Grant Agreement, attached hereto and incorporated herein as Exhibit "A", the City and Amanda Aller Lowe wish to enter into said attached Agreement for restoration work at 146 S. Lincoln Avenue; and
 
WHEREAS, the City Budget contains sufficient funds in the amount of $18,819.90 for this item in Account #215-1840-463.50-43 in order to provide all the necessary funding for the project; and   )
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby that the Mayor and City Clerk be and are hereby authorized to execute the attached Agreement.
