A Resolution Authorizing Acceptance of the DuPage County Division of Transportation Bid Pricing for the 2016 Pavement Marking Maintenance for the Division of Street Maintenance
PURPOSE:
The City has an opportunity for cost savings by utilizing the successful bidder Superior Road Striping, Inc., 1980 N. Hawthorne Ave., Melrose Park, IL
BACKGROUND:
The emerald ash borer epidemic required the removal of thousands of parkway trees over the past several years. City crews normally assigned to pavement markings were needed for tree removal. As a result, the normal pavement marking maintenance schedule was interrupted.
DISCUSSION:
Street Division staff evaluated pavement markings city-wide on heavily traveled roadways and identified streets on the attached list that pavement markings were found to be worn and need replacement.
Earlier this year, the DuPage County Division of Transportation solicited bid proposals for the 2016 Pavement Marking Maintenance. Superior Road Striping, Inc, was the successful bidder and will allow other governmental agencies to participate in this program.
A divisional budget transfer will be submitted into account 101-4460-431-38.06 (Streets & Bridges) for this expenditure. We are anticipating spending up to $75,000 for this work.
IMPACT STATEMENT:
By approving this expenditure, the City will be improving the visibility of pavement markings and safety of driving on Aurora's roadways.
RECOMMENDATIONS:
The City Council accepts the bid pricing from Superior Road Striping, Inc., Melrose Park, IL for the Division of Streets under the DuPage County Division of Transportation bid for 2016 Pavement Marking Maintenance.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, due to the emerald ash borer epidemic the pavement marking maintenance program performed by city crews had been interrupted; and
WHEREAS, due to the mild winter, monies are available from the contracted snow removal account to fund this expenditure up to $75,000, and
WHEREAS, DuPage County Division of Transportation solicited proposals for the 2016 Pavement Marking Maintenance and the successful bidder Superior Road Striping, Inc., 1980 N. Hawthorne Ave., Melrose Park, IL will allow other governmental units to take advantage of these cost savings, and
WHEREAS, dollars have been transferred from account 101-4460-431-36.01 (Contracted Snow Removal) into account 101-4460-431-38.06 (Streets & Bridges) for this expenditure.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Accepts the bid pricing from Superior Road Striping, Inc., Melrose Park, IL for the Division of Streets under the DuPage County Division of Transportation bid for 2016 Pavement Marking Maintenance.
