Resolution authorizing the purchase of two Morpho Trust live scan units.
 
PURPOSE:
As of January 1st, 2014, a new State of Illinois law requires local police agencies to submit photographs along with fingerprints for fee applicants.  In addition, the FBI has announced the ability to accept arrestee photographs along with fingerprint submissions.  The Police Department's current hardware and software does not support the capture/attachment of photographs to fingerprint submissions of any kind.  A costly upgrade of approximately $22,000.00 would be required to meet this requirement.
 
The Police Department's current Identix (now Morpho Trust) live scan systems are at the end of their manufacturer's product life-cycle.  Any upgraded equipment would only be supported by the vendor up to the first quarter 2016 when the product line is end-of-support. Given this 2016 end-of-support date, both the Police Department and IT do not view additional upgrades/updates to the existing system as a good investment of funds. It should be noted that the two current live scan systems will have been in continuous 24/7/365 service for at least eight (8) years by the time they are both replaced. This is based on the newer of the two units having been purchased in 2006.
 
In addition, State and Federal systems are now accepting more digital information on arrestees and non-arrestee submissions such as full palm scans, arrestee photos, ridge scans, etc. While these are not currently required, they likely will be during the life cycle of the proposed new equipment. The submission of this information by the Aurora Police Department also contributes to the resolution and prevention of crimes both within its own boundaries and across the United States as a whole by providing all law enforcement agencies access to the same valuable information..
 
BACKGROUND:
As mentioned above, the department's current live scan software and hardware has been operational 24/7/365, soon to be touching on 8 years.  New State law requires the submission of photographs along with prints for fee applicants.  Our current Indentix systems are not capable of that, and therefore we are not in compliance with State law.  Upgrading our current system to accommodate this law, which would only be supported by Indentix through the first quarter of 2016, would be approximately $22,000.00.  Our current Identix systems are at "end of support" in 2016.  Therefore, upgrading equipment on a system that will not be supported as of first quarter 2016, does not seem a savvy use of funding..
 
DISCUSSION:
The department utilizes two systems for the capturing of fingerprints for submission to the state.  One is primarily used for processing prisoners, and is located in the prisoner "intake" section of the secured jail.  The other, which also functions as a backup for the primary unit, is located in a less secured part of the jail, and is used exclusively for processing fee applicants, criminal justice applicants, and sex offender/violent offender registration.  The cost of purchasing two identical new Morpho Trust live scan machines to replace our existing aging units, would be approximately $81,684.00.  We ask for an additional 15% to cover any unforeseen costs associated with the purchase, installation, and migration of the old units.  The total would be $93,946.00.  
 
The funding for this purchase would be sought through monies located in the Federal Forfeiture Account 216-3536-421.63-99.  A budget amendment of these funds for this account is pending.
 
This would be a sole source purchase through Morpho Trust, pursuant to section 2-335 (a)(3) of the Aurora code of ordinances.
 
 
IMPACT STATEMENT:
Police Technical Services is fully aware of the project and will assist with the implementation.
 
RECOMMENDATIONS:
The recommendation is for the Finance Committee and the City Council to approve the resolution authorizing the purchase of two Morpho Trust live scan machines for $93,946.00

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS,  The current Morpho Trust live scan machines have been in operation 24/7/3645 for at least the last 8 years; and
 
WHEREAS, The current Morpho Trust live scan machines are at their end of product life-cycle, with end of support starting the first quarter of 2016; and

WHEREAS, Morpho Trust is the sole source vendor able to fulfill this request pursuant to Aurora Code Section 2-355 a (3).
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows:  the City Council of the city of Aurora, Illinois does hereby authorize the purchase of two new live scan machines to be purchased from Morpho Trust for $93,946.00 or less.
