PURPOSE:
Staff requests authorization of an Annual Action Plan Substantial Amendment (2014 - #5) to provide grant funding for the projects listed below.  The Block Grant Working Committee (BGWC) met on October 29, 2014 and made the following recommendations for funding (re)allocations:

The BGWC chose the above items for funding (re)allocations as they will allow Rebuilding Together Aurora to redistribute a large additional allocation of 2015 CDBG funds over four program years to better suit the organization's program capacity, and will also assist the Association for Individual Development (AID) to purchase and rehabilitate two workforce housing units located at 843-845 Bowditch Avenue in Aurora (a duplex). The BGWC will hold a Public Hearing on Monday November 17, 2014 at 5:00 P.M., in the City Hall Council Chambers to discuss the above recommendations.
 
 
BACKGROUND:
As an entitlement community, the City of Aurora annually receives approximately $1.4 million in CDBG and $530,000 in HOME funds that are used to eliminate slum and blight; provide decent, safe, and sanitary housing; and provide services and projects to low-to-moderate income persons (defined as earning at-or below- 80% of the Area Median Income, or $57,900 for a family of four in 2014).
 
DISCUSSION:
For the HOME program 15% is set-aside for Community Housing Development Organization's like AID to promote local housing projects.  The $67,378.00 contemplated in this proposal is the entire 2013 HOME CHDO allocation.  In addition, RTA received a large additional CDBG allocation in 2014 due to a contingency in the City's Annual Action Plan, and could not feasibly spend the additional capital, so has agreed to spread an additional CDBG allocation over four years to more comfortably fit the agency's project capacity.
 
IMPACT STATEMENT:
No additional staff or equipment resources will be required for this request.
 
RECOMMENDATIONS:
Staff recommends approval of a Resolution authorizing an Annual Action Plan Substantial Amendment (2014 - #5) to reflect funding allocations for the Community Development Block Grant and HOME Investment Partnership Act programs.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora has initiated numerous development and housing activities through funding by the U.S. Department of Housing and Urban Development; and
 
WHEREAS, the City of Aurora has a Consolidated Plan and Annual Action Plan which have been adopted by the City Council and which have defined priorities for CDBG and HOME funding; and
 
WHEREAS, the City of Aurora's Block Grant Working Committee recommended adoption of the Annual Action Plan Substantial Amendment to reflect changes and additional funding allocations at its October 29th meeting; and
 
WHEREAS, the 2014 City Budget budgets funds under the HOME Program Account 213-1330-801-43 which will be amended to reflect a $67,378.00 allocation to the Association for Individual Development to acquire and rehabilitate 843-845 Bowditch Avenue in Aurora as an affordable housing project, and there are funds available in the account for this purpose.
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes Annual Action Plan Substantial Amendment (2014-5) and authorizes the City's Neighborhood Redevelopment Manager, with the concurrence of Corporate Counsel, to execute any documents specifically related to this Substantial Amendment, and all other provisions of said Annual Action Plan Shall remain in full force and effect.
