SUBJECT:

A resolution to award the Best Pl. and Greenwood Dr. Water Main Replacement project, located in Ward 5, to Brandt Excavating, Inc., in the bid amount of five hundred sixty-three thousand five hundred seventy-three dollars and three cents ($563,573.03).

 

PURPOSE:

To replace the existing water main in the area which has a history of frequent breaks.

 

BACKGROUND:

The location of the water main to be replaced can be seen in the attachment, Exhibit A - Location Map.  There are a total of 23 water services off of the existing water main that will be replaced and switched over to the new main, most of which are currently lead service lines.

 

DISCUSSION:

A total of four bids were received, opened, and read aloud on March 13, 2024. Attached are Exhibits B & D, the proof of advertisement for bid and Brandt Excavating, Inc.'s submitted bid. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid received was in the amount of $563,573.03 by Brandt Excavating, Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2024 budget amount of $5,000,000.00.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

IMPACT STATEMENT:

There will be no major lane closures during the duration of the project. The project location is in a quiet, residential area. Impacts to traffic and residents will be kept to a minimum with lifted parking restrictions as required. Water shutdowns during the project will be planned and coordinated with the residents affected.

 

RECOMMENDATIONS:

I request the proposed resolution awarding the contract to Brandt Excavating, Inc., 385 E. Hoover St., Morris, Illinois 60450 in the bid amount of five hundred sixty-three thousand five hundred seventy-three dollars and three cents ($563,573.03) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the water main project will replace a portion of the existing water main which has a recent history of breaks; and

 

WHEREAS, Brandt Excavating, Inc., submitted the lowest responsible bid out of four bids received, opened and read aloud on March 13, 2024; and

 

WHEREAS, the water main improvements ($563,573.03) have been funded in the 2024 budget within account 510-4058-511.73-02 (IC076) ($5,000,000.00)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Brandt Excavating, Inc., in the bid amount of five hundred sixty-three thousand five hundred seventy-three dollars and three cents ($563,573.03).
