A Resolution authorizing execution of a supplemental Motor Fuel Tax resolution appropriating $400,000 of Motor Fuel Tax funds for snow removal operations in 2018.
PURPOSE:
To appropriate additional Motor Fuel Tax (MFT) Funds related to snow removal operations for the 2018 calendar year.
BACKGROUND:
Annually, the City estimates the amount of snow removal chemicals that will be required; the 2018 budget includes $1,150,000 for salt purchases; originally, the City requested authorization for $894,000 (R17-344) of MFT funds for salt purchases. Due to the severity of the winter in early 2018, the City will require additional authorization from the State for additional $256,000 of MFT funds to match the current 2018 budget. Additionally, another $144,000 will be requested to allow flexibility for additional expenditures, pending the severity of the weather for the remainder of the year. Any unused funds will be returned to the City's unobligated MFT balance. Processing the supplemental request for additional funds above and beyond the 2018 budget of $1,150,000 is precautionary at this time; should the City require purchases above the $1,150,000, a budget amendment will be processed at that time.
DISCUSSION:
In accordance with the Illinois Department of Transportation's Bureau of Local Roads and Streets, the Local Public Agency is required to adopt a Supplemental Resolution if the actual cost of maintenance exceeds the total amount of MFT funds appropriated.
Actual Motor Fuel Tax Funds used is dependent on the severity of the winter weather. Any funds authorized but not expended are returned to the City's unobligated balance.
IMPACT STATEMENT:
Approval of this resolution will provide the City with the necessary materials to perform proper snow and ice control on city streets for the remainder of the 2018 calendar year.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, in accordance with the Illinois Department of Transportation, Bureau of Local Roads and Streets Policy and Procedures; and
WHEREAS, said Policy and Procedures require that the Local Agency adopt a supplemental resolution appropriating additional Motor Fuel Tax Funds for those projects whose total cost exceeds the initial MFT appropriation; and
WHEREAS, the City of Aurora has estimated the additional material costs for snow removal and deicing operations for the 2018 calendar year to be $400,000; and
WHEREAS, the City of Aurora desires to appropriate additional Motor Fuel Tax Funds for MFT Section 18-00000-00-GM.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City of Aurora does hereby approve the execution of the supplemental Motor Fuel Tax resolution, shown in Exhibit 1, appropriating $400,000 of additional MFT Funds for Section 18-00000-00-GM.
