SUBJECT: 2019 Vehicle Purchases
PURPOSE:
To obtain authorization to purchase ten (10) vehicles for the City of Aurora Fleet.
BACKGROUND:
The City of Aurora participates in the Suburban Purchasing Cooperative and Sourcewell, formerly known as the National Joint Purchasing Alliance, for the purchase of replacement and additional vehicles. This program bids vehicles for purchase allowing the City to satisfy our own bidding process with less effort and using a greater purchasing power to get lower prices.
DISCUSSION:
I am requesting authority to purchase one (1) additional and nine (9) replacement vehicles that are approved in the 2019 City of Aurora budget in an amount not to exceed $453,523.00.
A detailed list of replacement vehicles, departments, divisions, and accounts is attached. All of the vehicles listed on the attached spreadsheet are available through the Suburban Purchasing Cooperative or Sourcewell. When purchasing through a cooperative program, local preference will not apply.

IMPACT STATEMENT:
The purchase of ten (10) new vehicles will reduce the maintenance and repair costs for the respective divisions and improve the reliability of the fleet.
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of ten (10) vehicles for the City of Aurora Fleet from the Suburban Purchasing Cooperative and Sourcewell not to exceed $453,523.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora participates in the Suburban Purchasing Cooperative and Sourcewell for the purchase of replacement and additional vehicles; and
WHEREAS, one (1) additional vehicle is approved for purchase in 2019; and
WHEREAS, nine (9) vehicles in the City of Aurora fleet have been identified for replacement in 2019; and
WHEREAS, $529,300.00 is budgeted in the following accounts: 215-4460-431.75-10 ($135,000), 255-3536-421.66-01 ($165,000), 255-3536-421.66.02 ($165,000), 255-3536-421.75-20 ($64,300) for vehicle purchases in 2019; and, is hereby submitted to the City Council for approval;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the purchase of ten (10) vehicles for the City of Aurora fleet which is hereto and made a part hereof and that the Purchasing Director be and is hereby authorized to issue the necessary purchase orders.
