SUBJECT:

A resolution authorizing the purchase of Five Zoll AutoPulse Automated CPR devices and necessary accessories in the amount of $76,612.50 

 

PURPOSE:

The fire department provides Advanced Life Support (ALS) ambulance service with ambulances and ALS equipped fire engines for the City of Aurora. The department currently uses three Zoll Autopulse Automated CPR devices.

BACKGROUND:

The department intends to increase the number of the AutoPulse devices to provide enhanced service to all the citizens of Aurora. The purchasing would be through the Silver Cross Purchasing Cooperative which has been used for prior purchases. Through the use of the Silver Cross Purchasing Agreement we will receive a 17% savings .The Agreement was reviewed and extended for an additional two years dated September 28, 2018.

 

DISCUSSION:

AFD has standardized on the Zoll AutoPulse Automated CPR device for following reasons. The Aurora Fire Department currently has three of these devices in the Battalion Chiefs cars. These devices were obtained in 2016 along with our purchase of 15 Zoll X Series Defibrillator/Monitors. The intention is to have one of these devices on each ALS ambulance. This will improve the quality of CPR with uninterrupted compressions for every cardiac arrest patient. When using the Zoll AutoPulse device close to 100% of the normal blood volume is moved with each compression. Studies have shown that even the best manual CPR moves only 40 to 45% of the normal blood volume. Prior to us putting our initial three devices in service we had a Return of Spontaneous Circulation (ROSC) or return of a palpable pulse about 31% of the time. We now obtain ROSC about 60% of the time. The Zoll AutoPulse Automated CPR devices were an approved decision package for the 2019 budget.  Funds in the amount of $77,300.00 are available in the SHAPE fund account #255-3033-422.65-27.

 

 

IMPACT STATEMENT:

Increasing the number of ambulances carrying the Zoll AutoPulse Automated CPR device, will allow for quicker access to uninterrupted CPR compressions on all EMS calls in the City of Aurora

 

RECOMMENDATIONS:

That the finance committee authorize the purchase of Five Zoll AutoPulse Automated CPR Devices and accessories for the Aurora Fire Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department wishes to increase the number of Zoll AutoPulse devices so there is one on every frontline ambulance to enhance the service provided to the citizens of Aurora; and

 

WHEREAS, Zoll AutoPulse Automated CPR devices are available through the Silver Cross Purchasing Cooperative; and

 

WHEREAS, 2019 funding in the amount of $77,300 was allocated in account 255-3033-422.65-27; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the purchase of five Zoll AutoPulse Automated CPR devices and accessories through the Silver Cross Purchasing Cooperative in the amount of $76,725.00 for the Aurora Fire Department is hereby authorized.
