A resolution Awarding the Sanitary Sewer Televising contract to Michels Pipe Services; a division of Michels Corporation of Brownsville, Wisconsin.
PURPOSE:
The City of Aurora hires a contractor to televise specific sanitary sewers to detect any needed repairs prior to a roadway being resurfaced. In addition to the televising, a light cleaning of the sewers is done. This contract will move the inspection process a year ahead of the roadway resurfacing program.
BACKGROUND:
Televising the City sewers is the first part of the annual sewer maintenance program conducted by the City. Each year, sewers are cleaned and televised if they are known to have potential issues or are under roadways that will be rehabilitated in the near future. This televising provides useful information to the Engineering and Water & Sewer Divisions that cannot be seen when inspecting sewers from within manholes or other entry points. When issues are identified when reviewing the televising results, the proper solution is designed and implemented. Solutions such as sewer lining projects, sewer replacement or spot repairs are applied depending on the issues that are found during the televising. Depending on the scope of the work, these repairs are completed by the Water and Sewer Division or are completed by contractors hired using the City’s procurement process.
DISCUSSION:
Michels Pipe Services' bid of one hundred thirty one thousand, two hundred and fifty dollars ($131,250.00) was the lowest responsible bid of five (5) bids received. A tabulation of the bids is attached as Exhibit A. A copy of the formal invitation for bid posted in the Beacon News is attached as Exhibit B and a copy of the bid documents submitted by Michels Pipe Services is attached as Exhibit C. The 2017 Budget includes funding for sewer evaluation and rehabilitation within account No.510-4063-511-73-14.
IMPACT STATEMENT:
The televising and cleaning of the sewers will have minimal traffic impacts on the citizens of Aurora.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora routinely finds it desirable to hire a contractor to televise specific sanitary sewers in order to detect any needed repairs prior to a roadway being resurfaced; and
WHEREAS, This televising contract will move the inspection/televising process a year ahead of the roadway resurfacing program in order to accomplish this work ; and
WHEREAS, The 2017 Budget includes funding for sewer evaluation and rehabilitation within account No.510-4063-511-73-14.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Sanitary Sewer Televising contract with Michels Pipe Services; a division of Michels Corporation, 817 West Main Street, P.O. Box 128, Brownsville, WI 53006 in the amount of one hundred thirty one thousand, two hundred and fifty dollars ($131,250.00) is hereby approved, and the Purchasing Director is hereby authorized to execute same.
