SUBJECT:

A resolution consenting to the assignment of a direct aviation operating agreement at the Aurora Municipal Airport between the City of Aurora and Bunker Aviation, LLC.

 

PURPOSE:

To obtain City Council approval of an assignment of a direct aviation operating agreement between the City of Aurora and Bunker Aviation , LLC.

 

BACKGROUND:

Jared Sebesta, Chief Flight Instructor for Bunker Aviation, LLC is currently performing aerobatic flight instruction as part of Lumanair's flight school located at the Aurora Municipal Airport.  Sebesta desires to operate independently of Lumanair and has created Bunker Aviation with business partner, Mitch Wagner who recently purchased and renovated a hangar at the airport under Highgate Aviation (O19-019).

 

Sebesta and Wagner intend to provide advanced flight training out of the newly renovated facility.  Please see the attached letter highlighting Bunker Aviation's mission and vision.

 

DISCUSSION:

The approval of this operating agreement will expand the services provided at the city's airport and will increase the number of flight operations as well as generate additional revenue to the city.

Due to the COVID-19 restrictions, the Airport Advisory Board has been unable to meet.  However, the chairman of the board was contacted and presented with the attached information and is contacting each member for his consideration and comment.

 

IMPACT STATEMENT:

There will not be any negative impact by approving this agreement as this will not create any competition to existing businesses.

 

RECOMMENDATIONS:

We respectfully request that you forward this item to the Building, Zoning and Economic Development Committee for their review and favorable recommendation to the City Council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, Bunker Aviation, LLC desires to conduct advanced flight training at the Aurora Municipal Airport; and

 

WHEREAS, Bunker Aviation LLC has agreed to pay a minimum annual amount of $3,600 for the privilege of conducting business at the Aurora Municipal Airport.

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council of Aurora does hereby approve the Direct Aviation Operating Agreement between Bunker Aviation, LLC and the City of Aurora.
