SUBJECT:

A Resolution for approval of Professional Services Agreements with Alpha Environmental, Inc., Deuchler Environmental, Inc., and Huff & Huff, Inc. for environmental services related to the City of Aurora's Clean Construction and Demolition Debris program for 2018 and 2019 in an amount not to exceed $150,000.00.

 

PURPOSE:

The Clean Construction or Demolition Debris (CCDD) program is an Illinois Environmental Protection Agency (IEPA) requirement to evaluate excavated material associated with excavation or underground utility work.  These firms would assist City staff with the evaluation of project sites for potential contamination in the excavated material and determining the proper disposal of this material at appropriate locations.  Our preferred disposal site, Heartland, accepts CCDD materials from the City of Aurora for no charge, if the environmental requirements dictated by the IEPA are met.  These 2018-2019 Professional Services Agreements will provide professional consulting services for this evaluation and certification by appropriately trained and experienced personnel.

 

BACKGROUND:

According to IEPA rules and regulations, any material excavated and removed from a construction site shall be disposed of at an approved CCDD facility or a landfill.  Disposal at a CCDD facility is more desirable because of the lower cost.  In order to dispose material at either facility, historical background of the land use and analysis of certain soil parameters is required by certified professionals.  A public RFQ was issued on Monday, November 20th, and seven firms' submitted qualifications for review by City staff.  These three firms all have previous experience providing CCDD consultation and were deemed the most qualified based on their submittals.  This 2018-2019 Professional Services Agreement would continue the work covered by previous Agreements.  An average of $70,000 in professional services have been provided annually since 2013.

 

DISCUSSION:

The evaluation of project sites is critical to disposal of materials at any CCDD facility to comply with IEPA requirements.  These agreements would draw from the following accounts:

Storm Sewer Extensions - B037 280-1852-512-81-23 ($25,000)

Long Term Control Plan improvements - B031 281-1856-512-73-09 ($25,000)

Sanitary Sewer Evaluation & Rehabilitation - IB018 510-4063-511-73-14 ($50,000)

Water main Evaluation, Repair & Replacement - IC076 510-4063-511-73-02 ($50,000).

 

IMPACT STATEMENT:

These agreements will not have any impact on the General Public, or other City departments and divisions.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora generates excavated material from various underground utility projects that is regulated by the IEPA's Clean Construction or Demolition Debris (CCDD) program that requires proper disposal; and

 

WHEREAS, all there firms have successfully completed similar services in the past; and

 

WHEREAS, the 2018 City budget has funding for half of the project in the following accounts:

 

Storm Sewer Extensions - B037 280-1852-512-81-23 ($25,000)

Long Term Control Plan improvements - B031 281-1856-512-73-09 ($25,000)

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing is hereby authorized to enter into 2018-2019 Professional Services Agreements for Soil Management & CCDD Documentation services for not to exceed one hundred thousand dollars ($150,000.00) with Alpha Environmental, Inc., 5 Pembroke Circle, Streamwood, IL 60107, Deuchler Environmental, Inc., 230 Woodlawn Avenue, Aurora, IL 60506, and Huff & Huff, Inc. of 915 Harger Road, Suite 330, Oak Brook, IL.
