PURPOSE:
Chicago Premium Outlets is heading into their holiday season. They typically reach out to area property owners for their use in support of additional parking for employees, especially on the day after Thanksgiving (Black Friday).  The City of Aurora owns a parcel near the Outlet Mall and Simon/Chelsea Chicago Development LLC has asked for the use of this parcel for additional employee parking. Due to timing restraints this request is being considered for the first time as New Business at Committee-of-the-Whole.
 
BACKGROUND:
The City of Aurora recently acquired the property at the southwest corner of Farnsworth and Bilter Road (2500-02 North Farnsworth). It is a four acre parcel that was in the past used for additional parking for Chicago Premium Outlets for their Black Friday and holiday parking. The Outlet Mall had approached the City inquiring about the use of the parking lot again. Staff is in support of their request and has provided them with the City's typical insurance requirements. The parking access agreement is similar to what Chicago Premium Outlets executes for other lots nearby.
 
DISCUSSION:
The City property will be limited to employees only. Also, Simon/Chelsea Chicago Development LLC will be responsible for prepping the property, and a contractor was preparing estimates for the necessary work. No City funds are being used pursuant to the agreement.
 
IMPACT STATEMENT:
This request should not have any negative public impact. Should this parcel be available for employee parking it can help provide some relief to the anticipated large crowds patronizing Chicago Premium Outlets.
 
RECOMMENDATIONS:
Staff recommends approval of the parking access agreement.
