SUBJECT:

A resolution authorizing a consulting agreement with Crowe Horwath, Oakbrook Terrace for the following scope:

1.  Business Process Review (BPR)

2.  Organizational Change Management (OCM)

3.  Project Management (PMO)

Total two year project expenditure of $535,000.

 

 

PURPOSE:

This consulting agreement will allow the City to leverage its internal staff members in several different ways on this project.  Select sworn officers for both the Aurora Police Department and the Aurora Fire Department as well as civilian employees will be utilized as project managers, leads, Subject Matter Experts (SME) and other technical roles required by the project. Select members of both Command Staffs will be leveraged as decisions makers.  All three roles listed will be active during the project implementation of the Intergraph Public Safety computer aided dispatch (CAD) and records management systems (RMS) for the Aurora Police and Aurora Fire Departments previously approved by City Council and underway. This consulting agreement allows the overall project management to be done efficiently and effectively by Crowe onsite while having both an existing mission critical system and the new one simultaneously being implemented.).

 

BACKGROUND:

A team from Crowe Horwath has been actively involved in this project from the creation of the initial request for information solicitation from the vendor community.   They actively worked with every division in the Police and Fire Department during the creation of their work and system requirements.  These requirements were then compiled into a formal request for quotations or RFP.  The Crowe team's involvement throughout this process has been consistently valuable to the City of Aurora..

 

DISCUSSION:

Funding for this project has been allocated as part of CIP C106.  The project timeline is spread over a two-year span.

50% of the funds for this purchase will be taken from 211-1233-419.74-11

The other 50% of the funds for this purchase will be taken from 256-1233-419.74-11

Crowe Horwath currently does not have any outstanding debt with the City of Aurora

 

IMPACT STATEMENT:

Not having a project management function would seriously impair the City's ability to implement this project on time and on budget.

RECOMMENDATIONS:

Authorize a resolution authorizing a consulting agreement with Crowe Horwath, Oakbrook Terrace for the following scope:

1.  Business Process Review (BPR)

2.  Organizational Change Management (OCM)

3.  Project Management (PMO)

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Crowe Horwath has been involved with this process since it began.

 

WHEREAS, Crowe Horwath has a long history of project management and product selection assistance that spans both Public Safety and Public Administration.

 

WHEREAS, if required your last whereas statement should reference the section of code that allows your action (i.e. pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and)   )
