SUBJECT:

A resolution adopting unit price bids for the supply of materials needed to maintain the City's water and sewer infrastructure.

 

PURPOSE:

This resolution is needed to provide an efficient process for the economic purchase of various materials needed to repair water and sewer infrastructure.

 

BACKGROUND:

The City's Water and Sewer Maintenance Division responsibilities include making repairs to Aurora's water and sewer system.  These repairs require various materials such as piping, fittings, valves, hydrants, and the like.  On October 31, 2019 quotes from nine material suppliers were opened by the Director of Purchasing.  The subject bids provide unit prices from several suppliers for the majority of materials needed for typical repairs to the City's water and sewer infrastructure.  The advertisement for bid and submitted unit prices can be seen in the attached Exhibits A and B.  The submitted bids are also attached as exhibits.  The prices submitted will be valid through December 31, 2020. The total 2020 materials expense is estimated to be $365,750.  This contract is subject to the local vendor preference ordinance and one of the bidders met the requirements of the ordinance.

 

DISCUSSION:

The 2020 budget provides funding for these purchases within the Water and Sewer Fund in the following accounts:

510-4063-511-65-60 (Water Lines) - FY 2020 Proposed Budget - $350,000

510-4063-511-65-65 (Sewer Lines/Sanitary) - FY 2020 Proposed Budget $15,750.

 

IMPACT STATEMENT:

By providing an efficient way to purchase needed water and sewer materials, this resolution will help the City provide a higher level of service to its constituents.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, on October 31, 2019 the Director of Purchasing received and opened proposals submitted by nine different suppliers in accordance with City of Aurora Request for Quotations No. 19-67, to provide various materials needed by the City of Aurora's Water and Sewer Maintenance Division for water and sewer repairs; and

 

WHEREAS, the City of Aurora's 2020 budget provides funding for the purchase of water and sewer repair materials in accounts 510-4063-511-65-60 and 510-4063-511-65-65.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: subject to the approval of this item in the 2020 budget, the City of Aurora's Director of Purchasing is hereby authorized to adopt the unit prices for water and sewer repair materials as listed on the attached "Exhibit B".
