A resolution to award the Timberlake Court to Colorado Court Water Main Extension project located in Ward 5 to Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 in the bid amount of sixty-four thousand, three hundred sixty dollars and fifty cents ($64,360.50).
PURPOSE:
To extend the dead end 8" water main at the east side of the Timberlake Association through the side yards of 1575 & 1570 Colorado Court to the water main in Colorado Court.
BACKGROUND:
The City of Aurora Water & Sewer Maintenance division performed several repairs on the water main in the Timberlake Association during 2019. These repairs resulted in shutting down the water due to a large portion of the association due to an insufficient number of valves and the absence of a looped water main. This water main extension will be directionally drilled through the side yard easement located on 1575 and 1570 Colorado Court . Once this extension is complete, the Water & Sewer division has some additional repairs to make which will be completed without impacting as many residents with the new looped feed.
DISCUSSION:
Three bids were received, opened, and read aloud on March 1, 2020. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $64,360.50 was submitted by Brandt Excavating, Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2020 budget amount of $5,700,000.00. Also included as Exhibits B & D are the advertisement for bid and Brandt Excavating, Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be limited access on Colorado Court during the short duration of the project. Water shutdowns during the project will be avoided if necessary. Impacts to traffic and local residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Brandt Excavating, Inc. in the amount of sixty-four thousand, three hundred sixty dollars and fifty cents ($64,360.50) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main extension will provide a looped feed to the Timberlake Association, Inc.;
WHEREAS, Brandt Excavating, Inc. submitted the lowest responsible bid out of 3 bids received, opened and read aloud on March 1, 2020;
WHEREAS, the water main improvements ($64,360.50) have been funded in the 2020 budget within account 510-4058-511.73-02 (IC076) ($5,700,00.00, IC076);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 in the amount of sixty-four thousand, three hundred sixty dollars and fifty cents ($64,360.50).
