SUBJECT:

A resolution to award the E. Indian Trail Water Main Replacement & Bike Path Extension project to H. Linden & Sons Sewer and Water, Inc., 722 E. South St. Unit D, Plano, IL 60545 located in Ward 1.

 

PURPOSE:

To replace the 12" water main along E. Indian Trail with 16" water main and to extend the bike path from the eastern property line of the Aurora Police Station to the intersection with Farnsworth Avenue.  This water main has broken several times over the last year.

 

BACKGROUND:

The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map.  This section of 12" water main on E. Indian Trail has recently experienced several breaks over the past year.  The existing water main was found to be in a fragile condition.  The existing water main is located under the north lane of E. Indian Trail and when it breaks, it results in a closure of westbound Indian Trail until it is repaired.  This section of water main replacement is aligned with an 800' gap in the bike path between the police station property and the intersection.

 

DISCUSSION:

Three bids were received, opened, and read aloud on May 29, 2019.  The bid tabulation can be seen in the attached Exhibit C.  The lowest responsible bid in the amount of $403,369.00 was submitted by H. Linden & Sons. The water main improvements ($371,369) will be funded with account 510-4058-511-73-02 (IC076) which has a 2019 budget amount of $3,300,000.00 and the bike path improvements ($32,000) will be funded with account 340-4460-431-73-91 (GB119) which has a 2019 budget amount of $100,000.  Also included as Exhibits B & D are the advertisement for bid and H. Linden's submitted bid.  The lowest bid was 1.2% ($4,900) higher than the engineer's estimate which was primarily a result of double the anticipated cost for a line stop.  This possibility of avoiding this pay item during construction will be explored but may depend on the operation of several older valves in the system.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted a bid.

 

IMPACT STATEMENT:

There will be lane closures of E. Indian Trail during the duration of the project but they will be limited to the north lane only when possible.  Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact.  Impacts to traffic and local residents will be kept to a minimum.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the water main replacement will address water main along E. Indian Trail which have a history of breaks; 

 

WHEREAS, the bike path currently has an 800' gap across the length of this project;

 

WHEREAS, H. Linden & Sons submitted the lowest responsible bid out of 3 bids received, opened and read aloud on May 29, 2019;

 

WHEREAS, The water main improvements ($371,369) will be funded with account 510-4058-511-73-02 (IC076) which has a 2019 budget amount of $3,300,000.00 and the bike path improvements ($32,000) will be funded with account 340-4460-431-73-91 (GB119) which has a 2019 budget amount of $100,000.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with H. Linden & Sons Sewer and Water, Inc., 722 E. South St. Unit D, Plano, IL 60545 in the amount of four hundred three thousand, three hundred sixty-nine dollars and zero cents ($403,369.00).
