A resolution to accept a bid from Annie River Solutions, Inc., 800 E. Roosevelt Rd., Bld. B100, Glen Ellyn, IL 60137 for the Development Services Center (DSC) Asbestos Abatement Project in the amount of $29,800.
PURPOSE:
To accept the bid for the above referenced project.
BACKGROUND:
The City recently purchased the property located at 77 S. Broadway with the intention of renovating all floors to become the office location for several City departments including Engineering and Development Services.
Based on the results of a survey conducted by Midwest Environmental Services, Inc., materials to be demolished as part of the renovation were found to contain asbestos. To safely and properly remove the identified asbestos containing materials, the City solicited bids from certified asbestos abatement contractors. Prior to drafting the solicitation, the City was unable to secure an accurate estimate for the project and elected to solicit informal bids. Although the requested contract award does exceed the $25,000 threshold for informal solicitation, City staff feels that by requesting bids from seven contractors (three of which declined to bid), the objectives of the purchasing policy have been satisfied.
After a review of the bids received, the City is electing to remove only the asbestos contained within pipe fitting insulation and select carpet glue mastic and tile areas on the second floor, with the remaining areas to be safely and properly encapsulated in place. The cost of abatement at these areas, including air quality monitoring during removal, is $29,800.
DISCUSSION:
Bids for the DSC Asbestos Abatement project were received from four contractors (Exhibit A). The lowest responsible bidder was Annie River Solutions, Inc., 800 E. Roosevelt Rd., Bld. B100, Glen Ellyn, IL 60137, in the amount of $29,800.00 for the areas selected. This will be funded from account 101-4010-417-3805.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Four bids for the Development Services Center (DSC) Asbestos Abatement Project were received (Exhibit A); and
WHEREAS, Annie River Solutions, Inc., 800 E. Roosevelt Rd., Bld. B100, Glen Ellyn, IL 60137 was the low bidder in the amount of $29,800.00 (Exhibit A); and
WHEREAS, funding will be provided from account # 101-4010-417-3805; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is authorized to execute a contract with Annie River Solutions, Inc., 800 E. Roosevelt Rd., Bld. B100, Glen Ellyn, IL 60137 for the prices shown within the bid as set forth in Exhibit ‘A’ for a total contract amount not to exceed $29,800.00.
