A Resolution to award a contract to Schroeder Asphalt Services, Inc. in the amount of $4,448,912.80 for the 2026 Citywide Street Resurfacing - EAST project.
PURPOSE:
To award the Construction Contract for the 2026 Citywide Street Resurfacing - EAST project.
BACKGROUND:
The City maintains nearly 1,300 lane miles of streets with a pavement wearing surface life expectancy of 20 to 25 years. Like last year, the 2026 Citywide Resurfacing Project has been broken up into 2 separate contracts. This Construction Contract includes the resurfacing of 21.8 lane miles of streets throughout the City. Both of the 2026 Citywide Resurfacing Projects combined will resurface a total of 44.0 lane miles of streets. In 2024 the City resurfaced 38.4 lane miles, and in 2025 the City resurfaced 43.0 lane miles.
DISCUSSION:
The invitation to bid for this project was posted on March 6, 2026. A copy of the posted bid documents is attached as Exhibit 'A'.
Bids were opened and publicly read on March 25, 2026 (Bid No. 26-029). The bid tabulation for the 5 bids received is attached as Exhibit 'B'. The lowest responsible bid was submitted by Schroeder Asphalt Services, Inc of Marengo, IL in the amount of $4,448,912.80 which is 14.9% less than the Engineer's Cost Estimate. A copy of the submitted bid is attached as Exhibit 'C'.
Schroeder Asphalt Services, Inc. is IDOT Certified and has previously completed work for the City of Aurora on a number of patching programs. Staff checked a number of their references for larger resurfacing projects and they are in good standing with the City. A copy of the Verification of Good Standing is attached as Exhibit 'D'. We recommend awarding the 2026 Citywide Street Resurfacing - EAST project to Schroeder Asphalt Services, Inc. for the unit prices submitted.
This bid is required to follow the City's Local Preference Ordinance, however, there was only one bid received from a certified local vender, Geneva Construction, Co. of Aurora, IL, in the amount of $4,634,719.10. Geneva Construction's bid amount was $185,806.30 higher than the lowest bid which is outside the parameters which would allow them to match the lowest bid.
The plan set associated with the 2026 Citywide Street Resurfacing - EAST project is attached as Exhibit 'E'. The list of streets to be resurfaced is shown in the attached Exhibit 'F'. This list shows the entire street network that will be resurfaced in 2026 under both contracts, and is color coded to show which road is included under which contract. The roads and approximate costs included in this EAST contract are shown in green. The roads included in a separate bid (the WEST/NORTH contract) are shown in orange, and updated approximate costs will be included at a later date with that award recommendation. A higher resolution map of the roadways included in the EAST project only is included as Exhibit 'G'.

IMPACT STATEMENT:
Construction is expected to begin in May and be substantially completed by September. Each street will be under construction for 8 to 10 weeks and will have some impact to local traffic.
RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to resurface streets and complete other city wide road projects as listed in the attached and incorporated as Exhibit 'F'; and
WHEREAS, bids were received for the 2026 Citywide Street Resurfacing - EAST project and publicly opened and read on March 25, 2026, with bid tabulation attached hereto and incorporated as Exhibit 'B'; and
WHEREAS, Schroeder Asphalt Services, Inc., 11022 South Grant Highway, Marengo, IL 60152 was the lowest responsible bidder in the amount of four million four hundred forty eight thousand nine hundred twelve dollars and eighty cents ($4,448,912.80); and
WHEREAS, the 2026 City Budget provides funds for this project in the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Schroeder Asphalt Services, Inc. for the unit prices shown within the bid as set forth in Exhibit 'C' in the bid amount of $4,448,912.80.
