PURPOSE:
Color Vibe is requesting permission to conduct a 5K run on Sunday June 15, 2014 from 7:50am to 11:30am and has listed the purpose as promoting health, fitness, and family fun.
 
BACKGROUND:
This is the 2nd year that Color Vibe is requesting to hold the event.  Last year, the organizers started the run on River St & Cedar St and had various points set up to dust participants with colors.  Participants ran north along the west side trail, crossed over Illinois Ave, continued north on the trail to the Indian Trail Bridge, turned around and ran south on the trail to Illinois Ave, crossed over and ran on the south bridge sidewalk to the east side trail and took the trail south to River Edge Park for music entertainment and more colors.  The west side trail was full while the 5000+ participants were on it and Illinois Ave was closed off between Broadway & Lake St. for several hours.  There were some minor traffic congestion and parking concerns prior to the event.  Overall, the participants seemed to enjoy the event and there were participants patronizing downtown businesses.  Communities in Schools (CIS) volunteered as the local not for profit partner and Color Vibe donated funds to CIS that were used for the Back to School Fair.
 
DISCUSSION:
The event organizers have listed that they are expecting 5,000-7,000 participants and utilizing10-100 volunteers.  A recommendation to cap the number of participants to last year's level with small increase may be made by staff as well as calling for volunteer levels to have a higher minimum number.  The organizers are responsible for all costs associated with conducting this event and will need to ensure that colored corn starch is cleaned up from various locations.
 
IMPACT STATEMENT:
The event organizers are requesting services from the Aurora Police Traffic Control Division, Aurora Department Paramedics, Streets Maintenance for barricades, signage, and cardboard trash bins, MVPS for parking considerations, Special Events for parking signage.  Hollywood Casino has requested that the run starts at 7:50am and pass through New York St. and Broadway by 8:30am.  Any participants not passing through this intersection by this time will be stopped by Aurora Police Department Traffic Division working the intersection to allow west bound traffic to go through during green lights, and then the participants will be allowed to proceed on with the remainder of the route.  The event will end again at River Edge Park for music entertainment, and more colors.
 
RECOMMENDATIONS:
Please forward to the Government Operations Committee for review and approval.
