PURPOSE:
Resolution authorizing the City of Aurora Police Department to provide funding to Lexipol for Policy Manual updates and maintenance.
BACKGROUND:
The Aurora Police Department (APD) has been using the services of Lexipol since 2012. (This was previously approved by City Council by resolution R12-007 on January 24, 2012.) Lexipol is a company that provides a customized policy manual for law enforcement agencies. Lexipol is comprised of a diverse group of professionals - from former law enforcement officer to public safety attorneys - that vet State-specific policies. These policy reviews are often in response to legislation, case law and evolving best practices. This allows the Aurora Police Department to remain up to date on policies that are crucial to operations and can minimize litigation.
DISCUSSION:
The Aurora Police Department, through the use of Lexipol, has been able to maintain an up to date policy manual. Additionally, APD has been utilizing the use of Lexipol Daily Training Bulletins (DTB) to continually training members on the Policy Manual. These DTBs are scenario based and incorporate current APD policy into situations that officers may face while performing their jobs. The DTBs “bring policy to life” and at the conclusion of each scenario the officers must complete a quiz to show their understanding of the material.
Lexipol has been beneficial in that the company’s staff has the resources to monitor case law, legislative updates, and evolving best practices. With this information they then draft policies for law enforcement agencies. The APD is then able to review, and modify as needed, the policy and distribute to our employees to stay current on industry standards and practices.
Lexipol has been a valuable resource for the Aurora Police Department. For the year 2020, their price has increase over the $25,000 amount to $28,050. This price includes the one year law enforcement policy manual subscription with 24/7 Knowledge Management system for updates and editing. It also includes the unique Daily Training Bulletins and Testing Data Base. The fund that will be used for this 101-3556-421.45-99, which is a line item budget, and is currently sufficiently funded.
IMPACT STATEMENT:
If this project is approved the Aurora Police Department will continue to have an updated Policy Manual and have employees read and be tested on real world applications of the policies.
RECOMMENDATIONS:
Allow the City of Aurora Police Department to pay Lexipol for services on maintaining an up to date Policy Manual.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Allow the City of Aurora Police Department to pay Lexipol for services on maintaining an up to date Policy Manual and Daily Training Bulletins as well as authorize the Chief of Police to sign the contract to continue services.
