Resolution to purchase a 2005 International 7400 4X2 dump truck, as a sole source, from Elgin Township Road District in the amount of $30,000.00 for the Aurora Municipal Airport.
PURPOSE:
The purchase of this dump truck will assure that the Aurora Municipal Airport has a reliable dump truck for the snow removal and other maintenance of the facilities grounds.
BACKGROUND:
Currently the Aurora Municipal Airport uses a 1991 Ford L8000 dump truck for snow removal and spreading of deicers. This unit is 27 years old and meets the replacement criteria.
DISCUSSION:
Elgin Township Road District has a 2005 International 7400 4X2 dump truck with plow and tailgate spreader for sale. This truck was inspected by Rush International for a trade-in. The Rush representative was highly impressed by the condition of this truck. Additionally, the Aurora Airport's maintenance staff inspected and they too highly recommended the purchase of this truck.
Elgin Township is holding this truck for the Aurora Municipal Airport for $30,000.00.
There is a fund balance in account 504-1810-433.74-48 since a used tractor has been identified for purchase and it is in the current Legistar approval pipeline (File # 18-0299). A budget transfer will be submitted to account 504-1810-433.66-10 for this purchase.
IMPACT STATEMENT:
There is no impact to other division or City services.
RECOMMENDATIONS:
That City Council approves the purchase of this 2005 International truck as a sole source from Elgin Township in the amount of $30,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Municipal Airport uses a 1991 Ford L8000 dump truck for snow removal and spreading of deicers. This unit is 27 years old and meets the replacement criteria, and
WHEREAS, Elgin Township Road District has a 2005 International 7400 4X2 dump truck for sale for $30,000.00, and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
WHEREAS, a budget transfer will be submitted to account 504-1810-433.66-10 for this purchase; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of a 2005 International truck as a sole source from Elgin Township in the amount of $30,000.00.
