SUBJECT:

This item is requesting renewal of license no. DACA27-3-00-018, replaced by license no. DACA27-3-00-242, between the United States Army and the Aurora Emergency Management Agency to operate and maintain Outdoor Warning Siren #6 located at 661 Sullivan Road.

 

PURPOSE:

The purpose of this memo is to request renewal of license no. DACA27-3-20-242 for a term not to exceed five years, beginning December 18, 2019 and ending December 17, 2024.

 

BACKGROUND:

The license for the outdoor warning siren has been granted to the City on renewal basis since 1969.  It is in the best interest of the public health, safety, and welfare of the citizens of Aurora to maintain and operate outdoor warning sirens.  The strategic placement of outdoor warning sirens within the City of Aurora provides a wider range of reach to the citizens, blanketing the City in broader fashion for notification of an emergency, disaster, or crisis.

 

DISCUSSION:

It is in the best interest of the public health, safety, and welfare of the citizens of Aurora to maintain and operate outdoor warning sirens.  The strategic placement of outdoor warning sirens within the City of Aurora provides a wider range of reach to the citizens, blanketing the City in broader notification of an emergency, disaster, or crisis.

 

Cost to the City are incurred through a general maintenance contract with Fulton Sirens.  All costs procured for sirens are purchased through an Open Purchase Order established at the beginning of each fiscal year, and funds are found in account #101-3038-429.38-01.

RECOMMENDATIONS:

I request the proposed resolution be adopted and the license agreement be extended for a period of five years.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the United States Army, since December 18, 1969, has granted the City of Aurora a license to maintain and operate an Emergency Management Agency outdoor warning siren at the Fox Valley U.S. Army Memorial Reserve Center, 661 Sullivan Road in Aurora, Illinois under a Department of the Army license attached hereto; and:

 

WHEREAS, the City has requested that said license no. DACA27-3-20-242 be extended for an additional five-year term.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby authorizes the Emergency Management Agency Coordinator and City Clerk to execute the attached Department of the Army License No. DACA27-3-20-242 for the term of five years, beginning December 18, 2019 and ending December 17, 2024.
