SUBJECT:

A resolution to replace the bay heaters at Central Station. With up-to-date energy efficient heaters. The work will be performed through Artlip and Sons, Inc. in the amount of $79,819.00

 

PURPOSE:

The existing heaters at Central station are over 42 years old, they are difficult and costly to repair.  Often time parts are on order for months on end placing more demand on the already aging units.  Replacement will assist in the City's effort to be as green as possible.

 

BACKGROUND:

This request was passed through the decision package process for the 2023 budget.  The Purchasing staff went out to bid June 18, 2023 with bids received July 12, 2023.  Two bids were received, with the bid tabulation attached.  This project had a mandatory site visit to ensure all bidders had the same viewing and understood the requirements. 

 

DISCUSSION:

Replacement of the existing Panel block heaters will ultimately be a benefit in more efficient heating of the bay floor, and saving the City of Aurora, IL costly repairs to 42-year-old units.

 

Due to the Local Preference Ordinance, Artlip and Sons, Inc.  located in Aurora, IL was within 5% of the lowest, responsible bidder and has accepted to perform the work at the lowest bid received. 

 

Funding for this project has been budgeted in account 340-3033-422.38-05.

 

IMPACT STATEMENT:

The replacing of the panel heaters at Central Fire Station will make the heating system more reliable and much more efficient.

 

RECOMMENDATIONS:

The Aurora Fire Department recommends that the Public Health and Safety Committee and City Council Approve the replacement of the panel heaters at Central Station through Artlip and Sons Inc, for $79,819.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The City of Aurora, IL had a competitive bid published and opened July 12, 2023, where two bids were received; and

 

WHEREAS, due to the Local Preference Ordinance O20-029; Artlip and Sons, Inc. is within 5% of the lowest, responsible bidder and will match the cost; and

 

WHEREAS, funding the bay floor heaters was part of the 2023 budget as a decision package in account 340-3033-422.38-05.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the contract with Artlip and Sons Inc., Aurora, IL for the bay floor heater replacement at Central Fire Station, and to approve the Director of Purchasing to issue the necessary orders.
