Resolution Authorizing the Purchase of One (1) 2013 Wheeled Coach Ford F-450 Type I Ambulance for the Amount of $195,246.00 from Fire Service Inc.
PURPOSE:
To purchase one (1) 2013 Wheeled Coach Ford F-450 Type I ambulance, from Fire Service Inc. to replace a 2003 ambulance that has reached the end of its service life as recommended by Equipment Services.

BACKGROUND:
Equipment services has recommended that front line Fire Department ambulances be replaced when they have reached 6 years of service. This will allow an older ambulance to be utilized as a reserve vehicle to provide dependable back up for front line ambulances. .
DISCUSSION:
The Aurora Fire Department wishes to replace Medic RM 4 which is a 2003 ambulance that has exceeded its service life as recommended by Equipment Services.
Fire Service Inc. is the area dealer for the Wheeled Coach brand ambulance. The City of Aurora purchased one Wheeled Coach ambulance from Fire Service Inc. in 2013 from Bid Tabulation # 13-49.The City of Aurora bid document in section 2-4 (Contract Award) reserves the right to add additional units to this contract.
We request the ability to exercise this right and purchase an additional ambulance based on that language. Exercising the right to additional units on the existing bid will save $ 4,372.00 over current pricing. Funds are available in the SHAPE account # 255-3033-422.75-30 for this purchase.
IMPACT STATEMENT:
This purchase will follow Equipment Services department recommendations to maintain the fire Department fleet..
RECOMMENDATIONS:
That the finance Committee accept the tag on bid (paragraph 1) from Fire Service Inc. to purchase a 2013 Wheeled Coach Ford F-450 Type I ambulance from them in the amount of $ 195.246.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Fire Department desires to replace one 2003 model year ambulance to maintain critical levels of response time and emergency services; and
WHEREAS, Resolution R13-331, dated, November 26, 2013, awarded the bid for the purchase of one (1) 2013 Wheeled Coach Ford F-450 type 1 ambulance for the Aurora Fire Department to Fire Services, Inc., St. John, Indiana, which included a price guarantee in the purchasing contract that would hold the cost of additional ambulance purchases if 2013 F-450 chassis were available; and
WHEREAS, Fire Services, Inc., has documented the 2013 Ford F-450 chassis is currently available; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3)(6) the Fire Department desires to purchase one (1) Wheeled Coach Ford type 1 ambulance from Fire Services, Inc., St. John, Indiana; and
WHEREAS, the 2014 City Budget shall provide adequate funding for this item in account 255-3033-422.75-30 (SHAPE Fund).)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of one (1) 2013 Wheeled Coach Ford F-450 type 1 ambulance from Fire Services, Inc., St. John, Indiana in the amount of $195,246.00 for the Aurora Fire Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
