SUBJECT:
Resolution authorizing the purchase of two FORD unmarked Police Utility Interceptor vehicles from Currie Motors through the Suburban Purchasing Cooperative contract to be recommended to the Finance Committee at the April 08, 2014 meeting.   
 
PURPOSE:
To obtain the Finance Committee's and the City Council's approval of a proposed resolution that would authorize the purchase of 2 vehicles to be assigned to the Aurora Police Department Special Operations Group officers. These would be replacements for aging vehicles in the fleet.
 
 
BACKGROUND:
Currently, the Aurora Police Department's Special Operations Group officers have been using previously seized vehicles as transportation for their duties. These vehicles have been used continuously for years and have been down for repairs numerous times. The vehicles being replaced have accumulated repair bills of over $48,300.00. The vehicles that are being requested are police package vehicles that will be used as undercover vehicles for surveillance, arrests, and transportation during official duties.  
 
 
DISCUSSION:
A budget transfer is pending approval for the $6,500.00 for the 2014 budget.  If approved, the State Forfeiture Account number 217-3536-421.66-02 would be used. It should be noted that $50,500.00 of this is appropriated already based on the approved decision package for these vehicles. The remainder will be transferred from the Illinois State Forfeiture Fund.

RECOMMENDATIONS:
The recommendation is that the City Council adopt the attached resolution that would authorize the purchase of the two FORD vehicles that are sold by Currie Motors Fleet which has the Suburban Purchasing Cooperative contract for these vehicles, in the amount of $56,680.00..

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, (The Aurora Police Department wishes to purchase two 2014 Ford Utility vehicles.
 
WHEREAS, this project is being purchased through Currie Motors which has the Suburban Purchasing Cooperative contract for these vehicles.
 
WHEREAS, the 2014 budget authorized the purchase of the two FORD vehicles in the amount of $56,680.00 purchased with Illinois State Forfeiture funds;
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois does hereby accept  the purchase of two new FORD Utility Vehicles from Currie Motors and does hereby further authorize its Purchasing Director to issue necessary orders to implement purchase of same.
