SUBJECT:

Establishing the Asian American, Native Hawaiian, and Pacific Islander Advisory Board (AANPI) Under Chapter 2, Article VI of the Code of Ordinances.

 

PURPOSE:

To create an advisory body for the purpose of encouraging the education and preservation of Asian American, Native Hawaiian, and Pacific Islander culture and history, the empowerment and upliftment of the Asian American, Native Hawaiian, and Pacific Islander community through advocacy, education, and engagement, to serve as a bridge between the Asian American, Native Hawaiian, and Pacific Islander community and all other communities within the City, and to encourage civil engagement within the Asian American, Native Hawaiian, and Pacific Islander Community. 

 

BACKGROUND:

The city announced its intention to establish an AANPI Advisory Board in 2024.The format, mission and goals of this commission aligns with other current city boards, commissions, and councils. 

 

DISCUSSION:

This thirteen-member advisory board will be tasked with the following:

                     Organize or promote events recognizing Asian American, Native Hawaiian, and Pacific Islander Heritage;

                     Encourage the education, advocacy, and community involvement of the City’s Asian American, Native Hawaiian, and Pacific Islander youth;

                     Help promote a greater awareness and ongoing cross-cultural understanding;

                     To build higher levels of civic engagement between local government entities and the Asian American, Native Hawaiian, and Pacific Islander Community;

                     To encourage or help provide opportunities for our current Asian American, Native Hawaiian, and Pacific Islander residents and businesses;

                     To embrace the Asian American, Native Hawaiian, and Pacific Islander community through Board’s/City’s cultural and Socio-economic outreach efforts;

                     Help raise funds and/or promote scholarship to financially assist Asian American, Native Hawaiian, and Pacific Islander college-bound high school seniors.   

 

RECOMMENDATIONS:

 Staff respectfully creates support and adoption of this ordinance.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the creation of the AANPI Advisory Board will support the city’s efforts in celebrating diversity; and 

 

WHEREAS, creation of this board will continue to enhance the city’s efforts towards promoting multi-cultural awareness citywide.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows: that Section 2-521 of Chapter 2, Article VI the City Code of Ordinances shall be adopted as set forth in Exhibit A, hereby creating the Sister Cities Commission.
