TO:                     Mayor Richard C. Irvin

FROM:                     Wendy McCambridge, City Clerk

DATE:                     August 25, 2017

SUBJECT:

Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:

To increase the number of Class O - Banquet Hall License for the total maximum number of Class O as 6.

BACKGROUND:

This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:

Company 251 Inc d/b/a Company 251, to be located at 251 S. River Street, Aurora, Illinois, 60506 submitted a liquor license application regarding a Class O license for the purpose of serving alcoholic liquor by the glass only to attendees of a banquet on the premises while guests are seated at tables.

Company 251, a subsidiary of Moveable Feast + Co. headquartered in Geneva, IL is interested in serving alcohol at the new facility when holding private events.

The location for Company 251 will have thirty (30) on-site parking spots, forty (40) spaces available by agreement from Breaking Free, located one block west of the venue. Parking in the public lot at the Santori Library will also be available. There are two hundred seventy-one (271) parking spots at the Santori Library without time restrictions neither on the weekends or weekdays after 6:00 P.M. Also, there are twelve (12) parking spots in the lot without restrictions after 5 P.M. on weekends or on weekdays after 9:00 P.M. that are closer to the library entrance.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owner to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:

The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:

I am recommending that this resolution be referred to the Government Operations Committee for consideration at its meeting to be held on September 5, 2017.
