SUBJECT:
Requesting approval for the Warehouse Church to have a Music Festival during their "Motorcycle Sunday" event on May 4th, 2014, to be held at Phillips Park.
 
PURPOSE:
Warehouse Church, located at 308 E. Galena Bl., will be holding their 14th Annual "Motorcycle Sunday" event on Sunday, May 4, 2014. As part of this festival, the Warehouse Church would like to have live musical entertainment, which requires City Council approval prior to the issuance of a permit.
 
BACKGROUND:
This will be the 14th year for this event, which has attracted anywhere between 500 to 1,000 patrons in previous years. The event includes a worship service, motorcycle blessing, face painting, various vendors, a picnic and live music.
 
DISCUSSION:
Pastor Randy Schoof has been working with Gina Moga for permission to hold this event at Phillips Park. The City of Aurora will be providing a certificate of insurance for the event as part of their Festival Funding contribution, and Pastor Schoof will provide the required bond prior to the issuance of a permit.
City Staff will work closely with them to ensure additional requirements are met
 
RECOMMENDATIONS:
I request that this item be referred to the Government Operations Committee for a recommendation to approve a Resolution to approve a Music Festival permit for the Warehouse Church event to be held at Phillips Park on Sunday, May 4th, 2014.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Warehouse Church, located at 308 E. Galena Bl., will be holding their 14th annual "Motorcycle Sunday" on May 4th, 2014 at the Philips Park Pavilion from 9:30 a.m. until 4:00 p.m. and, in conjunction with this festival, will be having live music as part of said event; and
 
WHEREAS, the organizers of this event are working with both the City's Special Events Department and the City Clerk's office to coordinate said event and have applied for a Music Festival permit; and
 
WHEREAS, pursuant to Aurora Code Section 8-200, approval of the City Council is required for the issuance of such permits.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Music Festival permit be issued to Warehouse Church for Sunday, May 4th, 2014 at the Phillips Park Pavilion from 9:30 a.m. to 4:00 p.m.
