To ratify payment to Schindler Elevator Corporation for the emergency repairs to the Stolp Island Parking Deck's northwest elevator in the amount of $21,495.00 and approve $40,000.00 for identical repairs to the southeast elevator.
PURPOSE:
The Stolp Island Parking (SIP) deck has two elevators. The northwest elevator gets the most use since it is located on the corner of Downer and Stolp. This elevator's door assemblies have worn out components that require replacement for the elevator to operate properly. Due to the age of the SIP elevators both elevator shafts and door assemblies should have these repairs.
BACKGROUND:
The SIP was built in 1990 with two elevators that have been maintained regularly by Schindler. On April 7, 2015 Purchase Order 280118 was issued to Schindler for the installation of a new hydraulic pump and tank assembly in the amount of $14,701.00 for the northwest elevator. This repair has been delayed since the parts had to be special ordered. Since then the door opening/leveling mechanisms have failed and need to be replaced. This elevator has been taken out of service until the emergency repairs are completed. The replacement of these mechanisms will cost an additional $21,495.00. Since the total of these two repairs exceed $25,000.00 it will need City Council approval to ratify the $21,495.00 payment for the emergency repairs to the door assemblies.
DISCUSSION:
The SIP is heavily used for all activities in the CBD. Both elevators need to be upgraded to improve their performance and reliability. Therefore I am recommending in addition to the emergency repairs to the northwest elevator, the southeast elevator be upgraded at this time for $40,000.00
In account 520-4432-437-3805 there are sufficient funds for these repairs however some of these funds were reserved for the CBD surface lot repairs that are currently on hold. The elevator repairs are a much higher priority verses the surface lot improvements.
Since the northwest door is an emergency repair and that Schindler Elevator is the company that performs all of the City's elevator inspections and service, I'm requesting these repairs as a sole source.
IMPACT STATEMENT:
The SIP elevators are open 24 hours a day 365 days a year. These elevators must work properly so that the risk of an elevator malfunction is minimized.
RECOMMENDATIONS:
That City Council approves the ratification of the payment to Schindler Elevator for the emergency repairs to the northwest elevator in the amount of $21,495.00 and approves the Director of Purchasing to execute the documents for identical repairs and upgrades to the southeast elevator in the amount not to exceed $40,000.00 as a sole source.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Stolp Island Place parking deck is heavily used for all activities in the Central Business District, and
WHEREAS, both elevators need to be upgraded to improve their performance and reliability, and
WHEREAS, in account 520-4432-437-3805 there are sufficient funds for these repairs and upgrades, and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the City Council approves the ratification of the payment to Schindler Elevator for the emergency repairs to the northwest elevator in the amount of $21,495.00 and approve the identical repairs and upgrades to the southeast elevator in the amount not to exceed $40,000.00 as a sole source.
