SUBJECT:
A resolution authorizing approval of a one-year renewal of software licenses for the Computer-Aided Dispatch and Records Management Systems from Intergraph Corporation, Madison, Alabama at a total cost of $437,612.40.
PURPOSE:
This resolution requests approval for the renewal of Computer-Aided Dispatch (CAD) and Records Management System (RMS) licenses and support services from Intergraph Corporation (Intergraph), which were originally approved under Resolution R15-353.
BACKGROUND:
Resolution R15-353 authorized City staff to purchase and implement CAD & RMS
software and services from Intergraph, formerly Hexagon Public Safety. The CAD
services have been used successfully by both the Aurora Police Department, Aurora Fire
Department since that time. The Aurora Police Department has utilized the RMS
services since implementation was completed.
DISCUSSION:
Resolution R25-248 approved the purchase of new Computer-Aided Dispatch (CAD) and Records Management System (RMS) solutions from Mark 43, and the implementation process is currently underway. This purchase will serve as a bridge until the Mark43 system is fully implemented.
Sufficient funds are available in account 211-1280-419.38-12 to support this purchase.
IMPACT STATEMENT:
Critical Public Safety services will be negatively impacted without the support of this
specific resource.
RECOMMENDATIONS:
That the resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Police Department and the Aurora Fire Department have been
successfully using Intergraph Computer Aided Dispatch (CAD), Records Management
System (RMS) services; and
WHEREAS, Resolution R25-248 approved the purchase of new Computer-Aided Dispatch (CAD) and Records Management System (RMS) solutions from Mark 43, and the implementation process is currently underway; and
WHEREAS, the Intergraph solution must be utilized until the Mark 43 system is fully-implemented; and
WHEREAS, these services are critical for the safety of Aurora residents; and
WHEREAS, Funds exist in account 211-1280-419.38-12 for this purchase.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to issue purchase orders for services described in this resolution and as more fully set forth in the contract attached hereto.
