Intergovernmental agreement for grant funds allocation between the City of Aurora and the City of Naperville for the Preparing Communities for Complex Coordinated Terrorist Attack Grant.
PURPOSE:
The City of Aurora and the City of Naperville collaboratively agreed to apply for the Preparing Communities for Complex Coordinated Terrorist Attack Grant that was offered through FEMA and the Department of Homeland Security. The grant was awarded on September 12, 2017 for a total of $1,373,800.00 and has been accepted by Aurora City Council action (R17-317) .This Intergovernmental agreement details the funds sharing between the City of Aurora and the City of Naperville.
BACKGROUND:
The City of Aurora Emergency Management and the City of Naperville Emergency Management collaboratively agreed to apply for the Preparing Communities for Complex Coordinated Terrorist Attacks Grant that was offered by FEMA and Department of Homeland Security. The grant application was titled the Aurora - Naperville Region CCTA grant. It has been agreed upon to share funds as described in the attached Intergovernmental agreement which was drafted by the City of Aurora and the City of Naperville Corporate Councils. The CCTA grant requires no matching funds and is a three year grant. .
DISCUSSION:
The CCTA grant is developed to reimburse for overtime, backfill, training and supplies for exercise up to the amount of the grant total. This grant process will help prepare the Cities of Aurora, Naperville and the region for Complex Coordinated Terrorist Attacks. This Intergovernmental Agreement sets forth the details for grant funds allocation during the life of the grant.
IMPACT STATEMENT:
The Intergovernmental Agreement in support of the Complex coordinated Terrorist Attack Grant will benefit the Cities of Aurora, Naperville and the region to be better prepared for Complex Coordinated Terrorist Attacks.
RECOMMENDATIONS:
I recommend approval for the Intergovernmental agreement for grant funds allocation between the City of Aurora and the City of Naperville for the Preparing Communities for Complex Coordinated Terrorist Attack Grant.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora Emergency Management and the City of Naperville Emergency Management collaboratively agreed to apply for the Preparing Communities for Complex Coordinated Terrorist Attacks Grant that was offered by FEMA and Department of Homeland Security.:
WHEREAS, The Preparing Communities for Complex Coordinated Terrorist Attacks grant was awarded on September 12, 2017 for a total of $1,373,800.00 and has been accepted by Aurora City Council action R17-317.
WHEREAS, The Cities of Aurora and Naperville agreed to allocate the funds between the two cities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Agree to the Intergovernmental Agreement with the City of Naperville Illinois for grant fund allocation for the Preparing Communities for Complex Coordinated Terrorist Attacks.
