SUBJECT:

Contract with Advent Systems, Inc. to add video security cameras to the Lincoln Avenue parking lot and pedestrian tunnel in an amount of $33,568.00.     

 

PURPOSE:

Improve security at the Lincoln Avenue parking lot that services the Route 25 train station.  This project will add video cameras to the north end of the parking lot and tunnel crossing, as well as enhance coverage with the current camera configuration.     

 

BACKGROUND:

An earlier phase of Lincoln lot coverage involved implementing video cameras on the lot's south end.  Being a newer section of the parking lot, there are no cameras on the north end. This phase of video system development will install new cameras on the north end, and enhance coverage on the southern portion.  Most notable enhancements are a pedestrian tunnel crossing under the railroad tracks, the lot entryway, and a ramp and staircase leading to the tunnel.    

 

DISCUSSION:

In an effort to make full use of the currently installed system there will ten additional security cameras installed.  Additional and improved areas are:

 

     - North end of parking lot (about 30% of total parking lot space).

     - Bi-directional coverage of the tunnel crossing.

     - Stairs and ramp leading to the tunnel.

     - Both parking lot entrances.

     - The electronic pay station.

 

The project also includes installation of a wireless point-to-point network connection with antennas delivering video wirelessly to fiber located at the Vine Street communications tower.

 

The Finance Department has been contacted and Advent Systems does not have outstanding debt with the city.

 

Funds are available in MVPS account 530-4433-437.38-01.

 

This is a sole source.  Per resolution R15-283 dated October 13, 2015 Advent Systems, Inc. is the City's standard Genetec, Inc. camera system support and installation vendor.

IMPACT STATEMENT:

Overall impact is positive.  Video documentation of inappropriate activity at the site will be greatly enhanced.  There will be some inconvenience to the public as parking spots will need to be blocked off during camera installation.  A parking spot directly in front of the pay station will be eliminated.   .

 

RECOMMENDATIONS:

I recommend the aforementioned purchase be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora Lincoln parking lot is in need of additional security cameras and repairs on the existing camera system, and

 

WHEREAS, the MIS Division has recommended non-water facility locations standardize on the Genetec system, and

 

WHEREAS, Genetec has named Advent Systems, Inc. as the City of Aurora's discounted source of support and installation, and

 

WHEREAS, funds are available in MVPS account 530-4433-437.38-01.

 

WHEREAS, through resolution R15-283 dated October 13, 2015 the City of Aurora city council has named Advent Systems, Inc. as the MIS Division's standard source for Genetec system support and installation, and

 

WHEREAS, pursuant to Aurora Code Section 2-335(a)(4) failure to act hereunder will likely result in substantial increase in cost thereof to be borne by the city.   

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does authorize the purchase of wireless communications and Genetec camera systems from Advent Systems, Inc in the amount of $33,568.00 for the MIS Division and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
