A Resolution Approving a Preliminary Plat and Plan for Habitat Green Freedom Subdivision, located at 1921 Jericho Road (Fox Valley Habitat For Humanity - 22-0966 / AU30/2-22.354-PSD/PPN - SB - Ward 5)
PURPOSE:
The Petitioner, Fox Valley Habitat for Humanity, is proposing a Preliminary Plat and Plan to allow for the construction of a new residential subdivision, which will include seventeen (17) single-family residential lots, and two (2) outlots for stormwater control and landscaping.
BACKGROUND:
The Subject Property is an approximately eight and a half (8.5) acre vacant lot. The Subject Property is zoned R-1(C), One Family Dwelling District with a Conditional Use Planned Development. The zoning for the Subject Property was granted per O04-162, and was planned for a church and daycare per R04-511, but remains undeveloped. The Comprehensive Plan designates the Subject Property as Low Density Residential, and also designates adjacent portion of Jericho Road as a Major Collector.
The Petitioner, Fox Valley Habitat for Humanity, is requesting approval of a Preliminary Plat and Plan for seventeen (17) single-family residential lots, and two (2) outlots for stormwater control and landscaping. The residential lots are platted and planned to satisfy the R-1, One Family Dwelling District’s minimum lot requirements and minimum bulk restrictions. The average residential lot area is eleven thousand, six hundred, thirty-one (11,631) square feet. Garden Avenue runs through the center of the subdivision, and connects Lindenwood Drive to the west and Jericho Road to the south. The Garden Avenue right-of-way is sixty-six (66) feet wide.
DISCUSSION:
Staff has reviewed the Preliminary Plan and Plat Resolution petition and have sent comments back to the Petitioner on those submittals. The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The staff's evaluation and recommendation are based on the following Physical Development Policies:
12.1 (3): To encourage residential development in close proximity to places of work,
shopping and recreation.
21.1 (1): To promote access to housing opportunities for all economic, racial, religious,
ethnic and age groups.
22.1 (1): To achieve appropriate zoning protection for residential areas designated in the
and use plan.
RECOMMENDATIONS:
The Planning and Zoning Commission recommended APPROVAL of the resolution approving a Preliminary Plat and Plan for Habitat Green Freedom Subdivision, located at 1921 Jericho Road.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated November 16, 2022, Fox Valley Habitat For Humanity filed with the City of Aurora a petition Requesting Approval of a Preliminary Plat and Plan for Habitat Green Freedom Subdivision, located at 1921 Jericho Road for a One Family Dwelling (1110) use, and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-2”; and
WHEREAS, the Planning and Zoning Commission conducted a hearing on January 4, 2023, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on January 11, 2023, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Preliminary Plat and Plan and the before mentioned recommendations and recommended APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Preliminary Plan and Plat.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the and related required documents as attached hereto as Exhibit "A-1" Preliminary Plat and Exhibit “A-2” Preliminary Plan.
