A Resolution amending resolutions R19-313, R19-314, R19-315, R19-316, R19-317, R19-318, R19-319, R19-320, R19-321, R19-322, R19-323, R19-324, R19-325 and R19-326 to allow additional time to submit reimbursement requests that was outlined in Exhibit “A” Historic Preservation Grant Agreements granted on September 24, 2019.
PURPOSE:
The purpose of this Resolution is to move the deadline for contractors to complete work and homeowners to submit the reimbursement requests from September 1, 2020 to December 1, 2020.
BACKGROUND:
The City of Aurora executed the following fourteen historic preservation grant agreements:

- Jean and Mike McKee for 325 Sunset Avenue by R19-318
- Jason Redelman for 351 Lawndale Avenue by R19-319
- Laura L. Perry for 415 Oak Avenue by R19-320
- Jordan Jeffries for 424 W. New York Street by R19-321
- Westin Trevor McMaken for 435 W. New York Street by R19-322
- Ariana Romualdo for 437 E. Downer Place by R19-323

Exhibit “A” Historic Preservation Grant Agreements contained Section 7.1 (b) being an owners obligation section requiring the project to be completed in a timely manner in order to allow for the submittal of all reimbursement requests prior to September 1, 2020. Due to the shutdowns and delays caused by COVID-19, grantees are asking until December 1, 2020 to comply with the above deadline.
DISCUSSION:
Due to COVID-19 and the statewide disaster declarations related to public health concerns issued by Governor Pritzker, many contractors either suspended work for the entirety of the pandemic or for a period of time to determine how to proceed in a safe manner and to adhere to regulations of various municipalities.
Exhibit “A” Historic Preservation Grant Agreement Section 4.5 permits owners to request and obtain certain modifications to the Agreements, without a public hearing. The delays caused by COVID-19 is sufficient cause to obtain such modifications.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the City of Aurora Historic
Districts and Landmarks Guidelines and subsequent Clarification memos.
RECOMMENDATIONS:
Staff would recommend APPROVAL of A Resolution amending resolutions R19-313, R19-314, R19-315, R19-316, R19-317, R19-318, R19-319, R19-320, R19-321, R19-322, R19-323, R19-324, R19-325 and R19-326 to allow additional time to submit reimbursement requests that was outlined in Exhibit “A” Historic Preservation Grant Agreements granted on September 24, 2019.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora approved fourteen Grant Agreements between the City of Aurora and homeowners within Aurora’s historic districts or local landmark, for grant amounts not exceeding $21,000 by the above referenced resolutions on September 24, 2019, that contained Section 7.1 (b), an owners obligation section requiring the project to be completed in a timely manner in order to allow for the submittal of all reimbursement requests prior to September 1, 2020; and
WHEREAS, due to COVID-19 and the statewide disaster declarations related to public health concerns issued by Governor Pritzker, many contractors either suspended work for the entirety of the pandemic or for a period of time to determine how to proceed in a safe manner and to adhere to regulations of various municipalities; and
WHEREAS, the grantees, are asking for additional time for contractors to complete the projects and for the owners to submit the reimbursement requests for the approved projects granted by various resolutions on September 24, 2019; and
WHEREAS, Exhibit “A” Historic Preservation Grant Agreement Section 4.5 permits owners to request and obtain certain modifications to the Agreements, without a public hearing except as required by state law, but with the approval of the Corporate Authorities of the City. The delays caused by COVID-19 is sufficient cause to obtain such modifications; and
WHEREAS, on July 29, 2020, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said request and the before mentioned recommendations and recommended APPROVAL; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes Section 7.1 (b) of Exhibit “A” of the above referenced resolutions that state that the submittal of all reimbursement requests be done prior to September 1, 2020 be modified to December 1, 2020.
