TO: Mayor John Laesch
FROM: Steve Andras, P.E., Airport Manager
DATE: 10-15-26
SUBJECT:
Requesting approval for the renewal of an intergovernmental agreement between the Sugar Grove Fire Protection District (SGFPD) and the City of Aurora for aircraft rescue and firefighting services (ARFF) at the Aurora Municipal Airport located in Sugar Grove, IL.
PURPOSE:
The approval of this IGA will replace the existing agreement with the SGFPD which expires on December 31st of this year.
BACKGROUND:
In 2006, the City of Aurora entered into an intergovernmental agreement with the Sugar Grove Fire Protection District to provide emergency services and specialized equipment and vehicles for the necessary response to emergency aviation-related incidents at the Aurora Municipal Airport. The 2006 agreement also provided for an impact fee of $0.24 per square foot of new construction at the airport to be paid for by the developer.
DISCUSSION:
The proposed agreement provides for an automatic annual escalation of a 3% minimum based on the Consumer Price Index, whichever is greater, and increases the impact fee to $0.50 per square foot of new construction.
Payment in the initial amount of $20,000 per year shall begin on January 1, 2027 using account 504-4454-433.32-99 and be in effect for a period of 20 years.
IMPACT STATEMENT:
The impact of not approving this agreement would tremendously increase emergency response times at the airport and require the purchase of specialized airport firefighting equipment along with specialized training.
RECOMMENDATIONS:
We respectfully request that you forward this item to the Building, Zoning and Economic Development Committee for their review and favorable recommendation.
