A Resolution Approving a Revision to the Final Plat for Meridian Seven Subdivision, located at 580 Exchange Court and 560 Exchange Court, and Establishing Loaves & Fishes Subdivision (Loaves & Fishes- 25-1043 / NA21/1-25.399-FSD/SR - SB - Ward 10)
PURPOSE:
The Petitioner, Loaves & Fishes, is requesting approval of a Final Plat Revision to consolidate Lot 1 and Lot 2 of Meridian Seven Subdivision into a single lot, establishing the Loaves & Fishes Subdivision.
BACKGROUND:
The Subject Property is zoned M-1, Manufacturing District - Limited. The Subject Property, which is approximately four (4) acres, consists of Lot 1 and Lot 2 of Meridian Seven subdivision. Per the Naperville Township Assessor, the existing building has a footprint of approximately thirty thousand (30,000) square feet. The Comprehensive Plan designates the Subject Property as Office, Research, Light Industrial. On November 14, 2025, the Planning & Zoning Commission approved the Petitioner’s Major Variance request to reduce the Subject Property’s minimum setback along the western property line from ten (10) feet to four feet, six inches (4’-6”) and the minimum setback along the southern property line from ten (1) feet to eight feet, four inches (8’-4”).
The Petitioner, Loaves & Fishes, is requesting approval of a Final Plat Revision, consolidating Lot 1 and Lot 2 of Meridian Seven subdivision, located at 580 Meridian Court and 560 Meridian Court, into a single lot. The request is being made as the Petitioner, which serves a crucial community service as a non-profit food pantry, is undergoing separate review with the City of Aurora for a building addition that allows their operational needs to be satisfied. The Final Plat is necessary for the consolidation of the Subject Property, Lot 1 and Lot 2, into a single subdivision, which is required by the City of Aurora, as the proposed building addition is crossing the property line that separates the existing lots. The Final Plat also indicates the dedication of a fifteen (15) foot wide City Easement, to support the expanded operations and maintenance.
Concurrently with this proposal, the Petitioner is requesting approval of a Plat of Vacation to remove the western portion of a dedicated Parking Easement that will be covered by the proposed building addition.
DISCUSSION:
Staff has reviewed the Final Plat Resolution petition and have sent comments back to the Petitioner on those submittals. The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (1): To foster future growth in the City that does not contribute to deterioration in either existing development or a reduction in the City's ability to provide adequate services.
14.1 (4): To encourage quality site design throughout the City of Aurora.
41.1 (2): To promote a balanced distribution of industries within the City.
RECOMMENDATIONS:
The Planning and Zoning Commission recommended APPROVAL of the resolution approving a revision to the Final Plat for Meridian Seven Subdivision, located 580 Exchange Court and 560 Exchange Court, and establishing Loaves & Fishes subdivision.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated December 22, 2025, Loaves & Fishes filed with the City of Aurora a petition, “Requesting approval of a Final Plat Revision, consolidating Lot 1 and Lot 2 of Meridian Seven Subdivision, located at 580 Meridian Court and 560 Meridian Court, to establish Loaves & Fishes Subdivision,” and related required documents as attached hereto as Exhibit "A"; and
WHEREAS, the Planning and Zoning Commission conducted a hearing on January 21, 2026, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on January 28, 2026, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plat and the before mentioned recommendations and recommended APPROVAL of said petition; and
WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a Final Plat is subject to appeal to the City Council in the manner set forth in Chapter 43 of the Code of Ordinances, City of Aurora, Illinois, being the Subdivision Control Ordinance; and
WHEREAS, no person authorized under the Subdivision Control Ordinance, to appeal such decision having done so in the manner set forth in the Code, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plat; and
NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plat.
BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora hereby adopts the Final Plat and related required documents as attached hereto as Exhibit "A" Final Plat along with any easement dedications deemed necessary by the Aurora City Engineer.
