PURPOSE:
The petitioner, PLS Investment Property of Illinois, LLC, is proposing a Final Plat and Plan on 0.83 acres for the redevelopment of an 7,198 square foot retail center on the property located at 20-22, 28 and 30 N. Lake Street and 212 and 214 W. New York Street.
 
BACKGROUND:
This Final Plat and Plan petition was referred by the City Council to the Planning and Zoning Division on August 6, 2013.

DISCUSSION:
Proposal: The Petitioner is proposing a Final Plat to consolidate the four parcels into one lot in order to redevelop this property. In addition, an ingress and egress easement is being proposed on the plat to allow for cross access with the adjacent properties.  The easement will be effective subject to the adjacent properties granting a reciprocal easement for access.
 
The Final Plan proposal consists of demolishing the existing currency exchange building and commercial garage on the property and constructing a new 7,198 square foot retail center which will be located at the corner of New York Street and Lake Street.  The building will consist of five units, of which two of the units will house the existing loan and currency exchange.   The building will consist of "two fronts" since there will be entrances into the building along Lake Street and from the parking lot which is located behind the building along New York Street.   Access into the parking lot will be located at the west property line along New York Street and at the south property line along Lake Street.  There are 41 parking spaces being provided, of which 2 are handicapped.  Landscaping is being implemented throughout the property and a 8 foot tall monument sign is being located at the corner of New York Street and Lake Street.
 
Evaluation: Staff has reviewed the Final Plat and Plan petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made all the requested changes to these documents and they now meet all of the applicable codes and ordinances.  This Final Plat and Plan will be a major improvement from the current blighted buildings on this property.  This redevelopment will also create additional retail for this area.
 
The Planning Commission recommended Approval of the Final Plat and Plat petition. It was discussed that this will be a major improvement for the area.
 
Public Input: The Planning and Zoning Division has received two inquiries requesting further information regarding this case.
 
IMPACT STATEMENT:
The Planning and Zoning Division does not anticipate any impact to other City Departments with the approval of this Petition.
 
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of the Final Plat and Plan on 0.83 acres for 7,198 square foot retail strip center at 20-22, 28 and 30 N. Lake Street and 212 and 214 W. New York Street by PLS Investment Property of Illinois, LLC.
