A resolution to Award the Farnswood Condominium Flood Relief Improvements to Superior Excavating Co. in the amount of $699,896.60.
PURPOSE:
To obtain authorization to enter a construction agreement with Superior Excavating Co. for the construction of drainage and storm sewer improvements to serve the Farnswood Subdivision and the local watershed.
BACKGROUND:
Farnswood subdivision is located north of Reckinger Road and McClure Road. The subdivision was platted in the early 1970's prior to modern stormwater management. The subdivision and surrounding roadway experiences chronic flooding when the existing on site and roadway storm sewer systems are overwhelmed during storm events.
Residents have had water in their garages and homes, most recently occurring in May 2016. McClure Road has to be temporarily closed due to standing water, restricting residents and emergency vehicles access.
DISCUSSION:
The Farnswood Condominium Association and City staff have entered into a drainage and financing Agreement as a result of resolution R16-151 for the construction of the proposed drainage and storm sewer improvements. The Farnswood Condominium Association and Fox Valley Park District have granted easements for the construction of the improvements on their respective properties. Construction within the subdivision shall not begin until the Farnswood Condominium Association has placed the required funds into an escrow account.
In order to address the flooding in the area and reduce the risk of flooding during storm events, the City and the Farnswood Condominium Association proposes the following drainage and storm sewer improvements:
- Construction of an open channel and storm sewer downstream of Avati Lane and Perry Court and south of Reckinger Road.
- Reconstruction of Perry Court and Avati Lane and installation of trench drains to redirect runoff to the west and to the proposed open channel and storm sewer system.
- Construction of a new storm sewer along the west side of McClure Road, which is designed to convey the 100 year storm event.
- Construction of a channel south of Reckinger Road along the west side of the Fox Valley Park District property to the City owned pond at the northeast corner of Indian Trail and Farnsworth Avenue.
All work on Farnswood Condominium Property will be reimbursed to the City from the Association.
The lowest bid was submitted by Superior Excavating Co. in the amount of $699,896.60. A total of 6 bids were submitted and the bid tabulation is attached as Exhibit A. The cost for the City portion (phase 1) is $325,743.50 and the cost of the Farnswood Condominium Association (phase 2) is $374,153.10. The 2016 CIP B049 provides funding from account No. 280-1852-512-81-90 for these improvements.
IMPACT STATEMENT:
Funding provided for in CIP B049. There will be minimal impact to residents and local traffic during construction.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City is proposing drainage and storm sewer improvements to address the flooding in the area of the Farnswood Subdivision to significantly improve flood protection during storm events; and
WHEREAS, the cost for the City portion (phase 1) is $325,743.50 and the cost of the Farnswood Condominium Association (phase 2) is $374,153.10. The 2016 CIP B049 provides funding from account No. 280-1852-512-81-90 for these improvements; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Superior Excavating Co. in the amount of $699,896.60.
