A Resolution to Ratify payment of $131,330 to HD Supply Waterworks Ltd., Carol, Stream, Illinois for Iperl water meters and SmartPoint transceivers and purchase additional meters and SmartPoints as the budget allows.
PURPOSE:
The SmartPoint transceiver unit is required to enable the water billing division to wirelessly read the Sensus water meter.
BACKGROUND:
The Water Meter division replaced 3905 units in 2013. To date 4375 SmartPoints have been replaced and we are on pace to replace approximately 5200 in 2014. Likewise, we anticipate replacing and installing approximately 2100 meters in 2014 which exceeds our original estimate of 700.
DISCUSSION:
The cost per SmartPoint transceiver is $120.00 The unit cost is reduced between $10- $13 based upon trading in of an older model. The cost will not exceed $110.00 each.
The cost of water meters range between $109.00 - $160.00. The cost to purchase the meters and SmartPoints will be based on what the current budget allows. The SmartPoint Transceiver and the Iperl Meter are proprietary Sensus products. Funding is available in the Water & Sewer Fund of the 2014 budget, account number 510-4062-511-65-50. HD Waterworks Supply does not have any outstanding debt with the City of Aurora.
IMPACT STATEMENT:
Customer satisfaction increases as the affected accounts will no longer receive estimated bills.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Ratification of payment to HD Supply Waterworks for $131,280 is needed for outstanding invoices and
WHEREAS, The SmartPoint transceiver is a proprietary device used to wirelessly read the Iperl water meter and
WHEREAS, HD Supply Waterworks has submitted a quote in the amount of $120.00 per SmartPoint transceiver with a reduction of $10.00 to $13.00 per unit based on a trade in of the old model. Likewise pricing for the Iperl water meters was submitted ranging from $109 - $160 depending on the meter size. The purchase of the meters and SmartPoints will be based upon what the current budget allows. There is $346,484.52 remaining in account 510-4062-511.65-50 of the 2014 budget for purchasing needed inventory.
WHEREAS, pursuant to the City of Aurora Code of Ordinances 2-335 (A)(3), HD Supply Waterworks, Ltd., Carol Stream, Illinois is the sole supplier of the desired units; and)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby authorize the payment of $131,280 to HD Supply Waterworks of Carol Stream, IL and the purchase SmartPoint Transceiver Units and Iperl water meters from HD Supply Waterworks, Ltd., Carol Stream, Illinois as the current budget allows for the Water & Sewer Maintenance Division and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
