SUBJECT:

Requesting approval of the proposal for the tuck-pointing of the Animal Control Facility located at 600 South River Street.

 

PURPOSE:

The Division of Central Services monitors and maintains city owned buildings throughout Aurora.  While doing inventory inspections it became apparent that the Animal Control Facility is in need of tuck-pointing to maintain the integrity of the building, front sign, and fence.  There are severe cracks throughout the mortar of all three structures with bricks protruding from the wall on the north side of the building. This project is being completed through the Naperville Cooperative Job Order Contract Program. The work will be performed by F.H. Paschen, S.N. Nielsen & Associates, LLC. Previous work has been completed with this coop and contractor with satisfaction.

 

BACKGROUND:

The Animal Control and Care Facility was built in 1992. Since its original construction the exterior of the building, front sign, and fence have not been properly maintained. After years of weathering the mortar has begun to deteriorate. Tuck-pointing is the process of removing and replacing deteriorated, damaged and missing mortar in-between the brick. Over time weather causes damage to brick and mortar. The Animal Control Facility is showing these signs of deterioration and if left untreated it will cause water entry, continued brick movement and can even cause walls to collapse.

 

DISCUSSION:

The benefit of this project will be to improve the stability of the structures and prevent further deterioration. The Naperville Cooperative Job Order Contract is approved through 30 ILCS 525 and the City of Aurora is authorized to participate. The total cost of the project is $37,977.13. The account number is 101-1745-440-38-05.

 

 

IMPACT STATEMENT:

The impact of this resolution will increase the stability of the Animal Control Facility, front sign and fence. Central Services will oversee all work of this project.

 

RECOMMENDATIONS:

I request approval of the proposed resolution as presented.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Animal Control building, fence and sign are showing signs of deterioration in the bricks and mortar, and it is therefore desirable to have tuck-pointing performed to encapsulate the building.

 

WHEREAS, pursuant to the City of Naperville Job Order contract Program, F.H. Paschen, S.N. Nielsen & Associates, LLC provides the most economical price for the completion of the tuck-pointing project, and 30 ILCS 525 provides authority for the City of Aurora to participate in such a cooperative contract program; and

 

WHEREAS, the 2015 budget provides for the expenditure of $37,977.13 for this tuck-pointing project through account number 101-1745-440-38-05.

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: a contract is hereby authorized for the tuck-pointing of the building, fence and front sign at the Animal Control and Care Facility located at 600 S. River Street, at a cost of $37,977.13 with F.H. Paschen, S.N. Nielsen & Associates, LLC, and further, the Director of Purchasing is authorized to execute all purchase orders and required documents for the project.
